I think it gives them a real bond. Reacher has never pressed the issue with her. He simply takes her as she is. No touchy ? Cool. She feels safe and comfortable around him because he’s never tried to “fix” her. He’s never questioned her. He’s never made her feel like there is something wrong with her.

In "Bad Luck and Trouble" - the book - Dixon speculates to Reacher that Neagley might have been abused as a child.

OMG! The producers do not want Neagley to be seen as beautiful, but it's her strong body and respect that makes her very beautiful. In real life, if you saw her walking down the street with that gown on or without it, she would appear beautiful. The thing about characters like that (LGBTQ+ characters specifically) is that a lot of writers like making their sexual orientation their entire character. So if Neagley is asexual, then that’s great. But the fact it doesn’t do anything for the story is even better, because why would it? She’s a character who’s asexual, not an asexual character.
However, in Night School, NSA senior Deputy Marian Sinclair notes Neagley's attraction to Reacher, and her refusal to sleep with him. Reacher points out that Neagley has haptephobia, which is a fear of being touched. When Sinclair asks if the condition is as a result of assault, Reacher responds, "She says she was born with it." Excerpt from a Reacher wiki. I don't read the books and I don't want to go through all of it to see if it adds anything to the story. But bottom line is that is a trait written by the author himself. Whether it serves a purpose or not, you can research I guess.
As a show only watcher, I haven't noticed any "point" or payoff really. It's just a character quirk. I don't mind it. It adds a little something to her character and presents opportunities for throwaway lines that could be funny or awkward.

I don't know why asexuality or unwillingness to touch people would need to DO anything. It's just a part of her personality. If she said her favorite color is purple, it wouldn't add anything to the plot, either.
Take it up with Lee Child. Neagley is written that way in the books. It would be quite the departure from the source material if she wasn’t written that way in the show.
Without the quirk as a plot device, it would be hard to maintain an organic writing style of the characters while keeping a platonic relationship between her and Reacher.
The actor is not 6'5", the character "Reacher" is. Alan is only 6'2" tall, so you might notice the camera work. Much of the time he is being shot from below to make him look more imposing and whomever he is having a dialogue with is being shot from above to make that person look smaller.

This is intentional as the slow rise out of the chair is intended to emphasize Reacher’s size, especially his height. Note that Reacher stands about 4” taller than the guy who is threatening to “drag them all out on their asses”. I don’t know if the actor (Ritchson) ever stood on an elevated platform to visually enhance his height on camera. I do know that it is rumored that Tom Cruise frequently stands on old wooden Coca Cola crates in scenes where other actors - particularly tall characters - are in scene with him. I think Cruise stands at 5’6” and either he or the production crew don’t want to push a Danny DeVito image.
