Coach did state that everyone will be challenged on this roster. This is going to be an all out fight for everyone rolls and if we're picking early next year... Bryce will be competing next year.

It’s all about getting the roster to 90, then letting things play out in camp. Creating competition is how we get depth on this team, not to mention injuries do occur in camp every year, I don’t mind this signing at all.
That tells me that Miles is either going to be traded or cut after June 1st.
Penny is a good RB when healthy, but he seemed to be injured quite a bit based on his time here in Seattle. Hopefully, he avoids the injury bug in Carolina.

He's pretty good when healthy. Certainly a better running back than Miles Sanders. I suspect this is another signal that we are open to trading Sanders, which would be great. Even if it's only for a future 7th round pick
You don't see it. Penny and Moore know the offense and are valuable at practice. Also, if they trade Miles, then who says the team they trade him to needs to take the whole contract? Panthers could pay half the contract and still get a mud to late round pick.
And Penny and Moore will get something out of it. They will get all important tape of pre-season games to sign elsewhere.
