I have question about perk coin exchange. Many cards will loose ranks. What about theirs perk coin value? Do I have to exchange all rank loosing cards before patch and buy new ones after patch?
I wondered as well. When Turtle was talking about one of the cards being 1 point instead of 3, the menu showed he had 3 of them available, so I believe they will be split when the new values take effect.
they will get split let say you have one card worth 3 points today after update you will have 3 cards worth one point.

You can use Vault Steel to easily stack Junk Shield. 100 pieces equals 5 weight and won't drop on death.

(the vault tec scrap boxes have the advantage of not going into the scrap box, which is why theyre debatably better, though they also weight 5lb more, and can be scrapped at a workbench which can be annoying)

Seeing Starched Genes in Endurance makes a lot more sense as it was weird to consider you had to be lucky for your genes to not mutate but it being in endurance feels to make sense
Endurance buffs like Pemican will be so insanely usefull with new life giver
The endurance perk tree getting so crowded is a prime example of why legendary special should bypass the initial 15 special points in relation to perk selection.
If I want to use my *legendary* perks to push to 20 endurance I should get the extra 5 perk cards to allocate as well.
That being said, I’m enjoying the shakeup after a lot of my cards have been locked in the same place since launch.
Yea. This actually would be a good idea that Bethesda should do. I maxed out my legendary endurance a while back cause I needed some of the perks in my builds
If they did that, unyielding would would allow every card to be equipped at the same time. They will never allow that to happen

Unyielding is treated like it was before it’s just the legendary special that would allow for the extra perk slots.
Because in that case when you pop a radaway *diluted* your perks would unequip?

I think serendipity is nerfed hard.
In scenarios where multiple enemies are hitting you or are shot by fast fire rate weapons, it would trigger so fast you could not measure how many times it saved you.
There is another older video showing how perk cards are more valuable than damage resistant armours and in the showcase he's shot by multiple enemies and would never die AFK with a vampiric weapon.
Under this new 1-3 second cooldown I think that would no longer be possible and hordes like in daily ops or expeditions could become very dangerous without the fixed percentage, back to back damage evasions without cooldown.
This is what I came to say, but this is worded a lot better than I would have wrote.
Dude, it only had an 18% chance to go off. It’s not saving you nearly as much as you think when things are shooting at you you’re getting hit by a lot of stuff I mean each time you’re shot it has a one and five chance of going off that’s not great odds Less than a one and five it’s only 18% not 20 so much like everything else. It’s really just boils down to RG people think about RG and they conflated or confuse it with probabilities OK the more times you do a thing that the more everything becomes equal but let’s say you get shot 10 times you may get 10 triggers but you may get no triggers right because again each individual decision is a separate role with separate random number generation probability on the other hand says that if you do it like 10,000 times it’ll probably almost exactly come out to one and five chance of a trigger so watching someone for you know a few minutes you don’t know they may have a film that same segment three times to get the outcome they wanted to display you can’t trust anything you see without testing it yourself through using it a lot not when it relates. I mean to probability when you see somebody that says I figured out the way to get you know legendary drops over and over again with no they didn’t. They just got fucking lucky. They just had really good luck for a little bit and I’ll likelihood whatever bullshit scheme they propose that’s gonna get you a bunch of legendary probably isn’t gonna come true when you try it because the percentage chance for a drop is what it is and only after a long time will probably build the show it stays when you flip a coin you have a50-50 shot at getting what you call. You can still fail to get it a bunch of times in a row but again probability says that if you do it a lot of times 5000 times then it’ll probably reach it equilibrium and you’ll get it half of the time.
You forgot Lone Wanderer. It was nerfed quite hard as the 20% damage reduction was turned into less useful damage resistance that scales with charisma. The AP regeneration for Lone Wanderer now also scales with charisma and to get 30% like you had on the old perk you now need at least 15 charisma. Regarding deflect it's probaly worth to mention that you get 50% bonus for it in power armor or heavy armor, so Bullet Shield rank 4 is a 30% chance instead of 20% ... the same applies for the Ricoshet perk. For Junk shield you can also keep legendary modules on you, they are slightly heavier than supply packages (0.15 weight instead of 0.1 weight), but they are easier to get and also don't drop on death. Vault Steel also seems to work and is lighter than supply packages.
@crazy-tommy true, although most players use mutations that require you being on a team and lone wanderer doesn't work when you create a team, even if you are the only person on the team.
@@jvazacas Last time I checked, there is only 1 mutation that requires group play, and the people who favor group play will go after that one mutation. As for "most", just for argument sake, well act like "most" will represent 75% of the players. At peak in the last 30 days Fallout 76 saw little over 16k active players. You are essentially saying 4k or 25% of those players are not worth mentioning perk changes to the card they use. That is a massive chunk of players you just excluded.

There has been bugs with lone wanderer, working even while on team.
I currently don’t know if that card is working as intended or parts of the card still works while on team.
@@jvazacas As it will be fixed that Speed demon gives you the Empath damage reduction on a team, Lone Wanderer would have had an unique selling point if it would have kept the damage reduction. But by turning the damage reduction into damage resistance on Lone Wanderer it lost this benefit and playing in a team is still superior on all aspects as Herd mentality and Strange in Numbers to boost all mutations is just better.

Almost the exact opposite. All the new cards are in Endurance, which is the only one UY doesn't buff and they have dropped the VATS cost on heavy weapons, whilst also boosting Power Armour, so I'd say they're leaning onto PA Heavy Gunner builds more
If you used "Unyielding builds" as synonym for "Bloodied builds", then I agree on that part. Playing Bloodied is easier than it ever was, I tested on PTS and at the soft cap of 30 Endurance (15 base + herd mentaility + pemmican + 2x endurance on armor) the new Lifegiver perk gives 180 hitpoints alone. With 30 Endurance and Livegiver my total health was 610, so 20% of that is 122 hitpoints. Thats quite a lot to survive most hits. Due to the changes in favor of Heavy gunners PA might become the dominant playstyle, but an easy 50% damage reduction from Emergency Protocols and +162.5% additive damage bonus from Bloodied + Nerd Rage + Adrenal Reaction is still a very good reason to go Bloodied. But also Unyielding armor builds benefit from this increase in total health.
lowering the cost of so many perks is going to make the game so much more fun, i can actually use some of the fun perks instead of having to commit everything to one weapon
Would love to see a perk under LCK that increases your chances of unlocking legendary effects when scrapping ledendaries.

i like how many of the new cards are one star, thus making easier to share without pumping so many S.P.E.C.I.A.L. points into charisma. now, if only we could get more random teammates to share perks, that would be nice. great channel man, thanks for putting in the work.
For some reason I often have to go into my pip boy and reshare perks, I'm not sure why I stop sharing them. That probably happens to others too

Turtle the key point about night eyes is when you were trying to use night eyes in the past the time you needed it most was when you went in caves or whatever and if it wasn’t night, you couldn’t see shit and you had to turn your light on to sneak and you know, unless you were like ultra ultra sneaky having your light on would reveal youYou never really needed it outside. You needed it when you were in caves and then it just was only working between six and six. That’s a hell of a good change for a night eyes. It makes it actually useful words before nobody used it.
It's stupid how many perks they've decided to cram into endurance. Some of the perk changes are just dumb.
I feel that restriction to pre-war alcohol only so much. I've invested in drinking perks but the odd restrictions on alcohol such as you've named or Balastick Bock not working on heavy weapons is such a shame

Not being able to negate limb damage is certainly a nerf.
I never used it and never had any limb broken from enemies in 400 level.
@DimensionIlIlIl Tbf I either sneak or I am in PA. Seems to help a lot against broken limbs. :D
Never seemed worthwhile to me. If you're taking limb damage, your health is dropping. Use a Stimpak, it automatically fixes the damaged limb while healing. It's not like some of the older Fallout games where you had to go into your Pip Boy and specifically use a Stimpak on the limb itself.
@BluegrassGeek you didn't have to go into the pipboy in the older games to select the limb. Just taking a stimpack healed the limb. Although, it would distribute the stimpacks over your entire body so the limb health didn't increase too much. Selecting the limb increased the limb health itself to 50%
At least Turtle has something to do next year. So many character build updates. 😄
Evasive doesn't have the cooldown portion. That's Serendipity only.
The perk changes are overall quite nice, but they also benefit Bloodied builds the most, which is kinda odd to do for a build that already heavily dominates other builds in performance.
I have avoided bloodied, mutations, etc. I run a basic, full health, commando build that does just fine in most circumstances. But I will never take down a boss alone. It would be nice of them to toss us old farts who aren't interested in being a meta player a bone or two.
@@petergreenwald9639 im an old fart and once you go bloodied you’ll not look back. The intelligence alone is worth the build for grinding the scoreboard.
@sausagesoda4090 I used Bloodied for quick leveling through the first few hundred levels, then moved back to a full health rifle build with my Gauss Rifle. Instigating usually one shots everything to the head more so if you build for stealth and I still get a good chunk of damage on headshots to bosses like Scorched Beast Queen. Used to pair that with My Vampires Enclave Plasma Flamer before they gave that to commandos as well....
Now I'm building a second non power armor heavy gun loadout. With a Plasma Caster for one shots. Vampire Plasma Gatling that I plan on turning into a flamer with the new mods in the update and currently testing out a Gauss Minigun but might drop it as it chews through ammo.
Been switching between my Vanguard set and Overeaters but I'm liking Vanguard more as I think more about keeping my health full and with vampires I just don't worry about it instead having to worry about eating all the time or needing perfect bubblegum.

in my opinion iron stomach are useles if you have ricochet and bullet shield wearing PA. you have enought damage resistance plus power armor bonus reduction, and you don t need energy resistence ty to electrica absorb legendary perk. you can save 1 point for thru-hinker maxed and keep wwr armor.
Iron Stomach is also the perk I will kick out. As I want to switch to a Heavy Gunner build I thought about switching to the Thru Hiker's legendary effect to also kick out Traveling pharmacy for more heavy gunner perks, but 90% weight reduction for all weapons is too good to give up. For Endurance I kicked out Radicool and Iron Stomach on PTS to make room for the Thru Hiker perk. I also tested kicking out Vaccinated, but having to deal with diseases all the time was too annoying for me.

Great video. Questions - When the update happens, will it automatically readjust all your cards and recalculate all your points? If it tries to move a Luck card to Endurance and you don't have enough points in Endurance for the card, what happens? Do we need to take a picture of all our Loadouts so it's easier to fix after the update? Comments - Scaling in many cases is a bad thing. Like Adamantium Skeleton. It's drastically nerfed. Now we'll all be walking around with broken limbs. The cards should give you percentages that it adds per Perk Point and also give you the max, not just say it scales. How are you supposed to know if a card is worth it without all the information. At least now they specifically tell you how much.
Just a quick tip, if you go to the Help section while in-game, it shows up in menu right under Character Appearance, it will tell you everything you need to find out more about, I'd like to see you utilizing that menu in your videos especially if you also do testing to see if what is said is true or not, but all the stuff about Evade and Deflect is nicely explained there.
I'm excited for this, the perk cost mainly. I'm sad to see evasion change, but i can now just replace it with ironclad (if i end up needing it). I am hesitant on the loss of more consistent dodge chance, and worried SS counts as heavy armor i've not looked. If it does that really solidifies Civil engineer > Secret Service seeing CE counts as medium, I and i know others are on the fence if the (SS)Resistance difference is worth the (CE)set bonus loss for bloodied builds at least.
I'll also note as a bloodied build i've always highly invested into Endurance purely to negate the low HP with added resistance/HP total so i'm semi unaffected in this change where i know quite a few are upset they need to completely rework their build where as i'm just changing some perk card placements. i also run on average with 31 Endurance (food+camp buff+20special), that new life giver gonna be a life changer more likely currently run with roughly 84ish HP in bloodied, i have no idea what it will be after.
The only thing i'm worried about is the evasion chance cool down, Granted Heavy weapon bloodied builds look like they'll be the new meta which they pretty much were already, but now with added tankiness from Bullet shield. I'm sad i enjoy the bloodied build so much and that it's so hated, I've always loved in games when you do better lower HP but obviously in 76 is vastly over powered. Just sad that realistically in any MMO if there's a low health build it's one i prefer to play and in this game it gets so much hate.
I kind of hope they give us a perk which extends food or drink buff duration or have it tell you when the buff runs out like it does for chems

One Negative effect. If you were playing a bloodied build and running serendipity you used to be able to get 45% evasion without a cooldown for three points. Spending 2 points on the new serendipity + evasive you would have 34% with a 30 in luck and agility. Also If you are in heavy armor it sounds like this will only go off every 3 sec. So if we are getting hit about 1 per sec you will have a 34 percent chance to evade then after it works the next 3 hits automatically bypass evasion and hit. This lowers the effectiveness of evasion in half to evading about 17% of the total hits or just over 1/3 the effectiveness of the current card.
I feel like I'm missing something. I just loaded up I'm running my bloodied build and I can't stop dying. Everything is killing me 🤣
@@kavalogue Id recommend looking for effects that have a block chance instead of adding armor like Serendipity and Blockers. Running 1 rank of born survivor will have stim packs going off every 20 sec in combat and the mutation healing factor will ensure you are always as high health as possible for your rads. If you are in power armor you lose the option of unyielding so you can take overeaters and you can run emergency protocols instead of a jetpack for a 50% damage reduction. With this setup fully fed whenever you take damage you would take 35% off for being in power armor, then take 30 percent off the remainder for the overeaters, then take 50% off the remainder for emergency protocols. This adds up to about 77.5% less damage not counting your armor ratings or other effects.
@@kavalogueif you have sentinels on your armor, it's currently bugged.
So basically they made unyielding (one of if not the best legendary effect in the game) even more powerful to the point where using power armor is just a downside with all the buffs your missing out on. Unless they add unyielding to power armor but then it would be too powerful.
I like stuff scaling with perks, except.. 'bloodied' is very last thing in game that needs buff, it is indirect buff but buff it is
If you are wearing UY armour, then this update won't be that big a buff because most of it scales with Endurance and UY buffs everything BUT Endurance
I have recently modified all 5 pieces of my armor with Thru Hiker's effect. Saved up 6 perk points 🙂
I use some of these cards currently, so will be super nice to get more points to fit in more perk cards. Hope I can still survive in UY SS with the changes to evade and deflect

I’m liking this perk change. Though most major perk cards are not being affected. Lesser ones are being changed to be more worth the cost. Since I’m not a blood build most of the time. I’m going to enjoy re-fine tuning my build
Cannibal was already working with carnivore in that regard the healing regard you were already getting more healing. What they need to do is make it so that you can actually get the benefits from the types of meat you eat without cooking them.
So do serendipity and evasive have a timegate now? As in a cooldown?
What happens when they switch these perks over? If you have 3 stars and the update, it's 1 star, do they give you Perk coins or just three 1 star cards? But it will be interesting to see the builds that come out of this new perk card update. I believe this change was only to support the release of ghoul characters
I highly doubt they'll give us perk coins for the card levels we'll be missing. We can only hope.

Before I started using your lazy power armor build I had bullet shield on so hopefully I can work it back into a build
i've been a max endurance tanky full health build for years so i'm really loving all these improved cards. also i like how they are incorpating the scaling with a lot of them, makes the game feel more RPGish.

Unyielding armor got a absolutely huge buff with damage reduction with a ton of other benifits, i think that they will either nerf it to the ground. Or later nerf it into the ground because this will absolutely make power armor less effective than uny armor

Really hoping these "nudges" (hesitate to call them buffs) to unyielding is a preface to the advantage full health adjacent effects will have with ghoul players
I just really don't want to be forced into turning into a ghoul to be an effective full health player.
Will the cooldowns stack? So, for example, if evasive procs, can serendipity or ricochet protect you from other damage? Or if one either evasive,serendipity, or ricochet procs, everything goes on cool down?
That’s why I asked turtle why would you need reflect deflection in a boss fight which boss is shooting at you if it’s if it’s only for things that ricochet works for everything shooting at you, but let’s lasers whatever it doesn’t work for any incoming physical damage from Malay or other sources doesn’t work for explosions. Doesn’t work for anything but bullets or projectile weapons of any sort so ricochet oh that’s not true. It also works for like that. What do you call the fire the cry in the fire and the poison at you the floating gas bags can’t think with their call it works for them as well, but what I’m saying is what boss is attacking you with those kind of weapons that it would be Needed. I don’t think ricochet works with the Queen‘s breath for instance or her well any of her attacks really the word deflection brings to mind deflecting melee
When you deflect a bullet with bulet shield do you still take the damage ?
Deflection/ricochet effect reduces DMG of the hit you reflected by 50%
Deflect provides 50% reduction for incoming damage.
That increased effectiveness of radiation meds based off of intelligence is diabolical for bloody builds lol
i think they should give us a couple more skill points say 55 total points and max 17 per special slot. then the overcrowding in END wont be as much of an issue and players can use cards for different weapon types/playstyles at the same time but at the cost of less effective build but more options of how to fight.
Sucks that if you’re not high enough to have the maxed legendary perks you’ll gonna struggle.
I've made over 500 caps at a moonshine jamboree. Cap collector is going to actually make that a viable way to make some caps 😂
Adamantium skeleton's change will definitely be a negative change for me. My limbs seem to cripple like crazy without it. And first aid on my heavy gunner will probably be a nerf. My intelligence on there is only like 12. I might need to start using egg head again. 99% positive changes though
Perk card changes seems like a perfect opportunity to add a perk card that automatically performs a vats crit when the bar is full.

@LCInfantry updating broken systems is entirely different than changing non broken systems.
Really looking forward to adjusting my 5 characters cards. All are very different builds and will mostly be benefiting from this update.
One thing that didn't make patch notes is the Born Survivor change. It now uses the percentage of your hp with rads when low health. So instead of constantly activating it now will activate when your down around 10-20 hp.

I love the changes, but I don't like that thru-hiker and starched genes were moved into Endurance. It's too overcrowded now, especially if you use heavy guns, and 4* bullet shield is a must have. I would've left both starched genes and thru-hiker in LCK and AGI.

I havent played since like the beginning of the year. With all the changes, I'd like to see you do a build guide for The Dragon. Its my favorite weapon, I love One Shot One Kill builds. Just wanna run a build that does the single highest target damage in one shot possible. Would also like to see a DoT build (my other favorite playstyle in games). I know some stuff was being added to buff DoT. Hoping it was viable now (note: Viable =/= meta to me, just want to be able to solo roam and not take 20 minutes to kill something haha)
I wonder how evasive works with serendipity in tandem. Do they trigger together and go to the same cooldown or can they cover each other, and while evasive isnon cooldown, ricochet can trigger.
My understanding from The DuchessFlame datamining is that Evasive and serendipity add together to give you an evasion chance and Richochet and Bullet shield add together to give you a Deflection chance. Evasion reduces damage to 0 and Deflection reduces damage by 50% and reflects damage back at the attacker. I believe both of these would have separate cooldowns. So if you are running both serendipity and evasive and you had 30 in both agility and luck you would get 25% from serendipity, 9% from evasion to total of 34%. With a 30 in luck Richochet would be 20% and 4 ranks of bullet shield would also be 20% for 40% total. Being in Heavy or Power Armor also buffs Defection by 50% so in the previous instance you would have 60% deflection chance. If you are in power armor you also deflect twice as much damage. Not sure if this will stack with the new 4 star legendary power armor effect. So originally Evasion just had a flat 2 sec cooldown added. Now I am hearing that based on your armor type it will be 1-3 sec. So in heavy armor with a 3 sec cooldown your 34% evasion chance would be more like 17% assuming you were getting hit 1 per sec. There was no listed cooldown for refection originally so I am not sure if this cooldown also applies to reflection but I would assume there would be a separate cooldown as these are separate effects.
I don’t know. I never got any upgrades in my legendary endurance. I didn’t know this update was gonna be here now. I’m gonna have to save up for endurance. Don’t know a good way though.
Use the season scoreboard. At level 150, you can buy 25 perk coins for 75 tickets and it’s unlimited.
Will Bullet Shield work with the shredder or is it only with actually firing the mini gun?

What I’m not seeing is anyone talkings about is what will happen to the perk cards we have that have been maxed out. The perk cards we put 3 points into that are changing to 1 star. Do we just get three one stars?
I love how they are moving some perks to different specials and lowering them down 1 or 2 stars and the buffs, it must be the new update and that new boss, its apparently "hard" so letsssss gooooooooooo

Please they don’t say in unyielding armor. They say you know scales with this or that special so I mean I get 30 strength without being in unyielding armor between buffs and maxed out strength and and legendary report card. I end up at like nearly 30 strength anyway when I when I hit my three important boss, but many bills that weren’t trying to be in unyielding well now have to bite the bullet because the benefits are just too great for instance, you know people trying to hit that threshold of luck for credits. Given that many things in luck now scale on your luck either way I only saw a couple of these that really I thought weren’t great.

All night long should have worked with all types of food/drink. Would have made food builds viable for end game.
Currently, my main is at about 600 AP, and that's ready for battle. On the PTS it isn't much higher, but it depletes even slower, much slower. I just hope they don't nerf Conductors.
Conductor's on PTS is 1 HP/s and 1 AP/s over 5 seconds and doesn't stack. So it's much less powerful than you would think based on it's description. Using Rejuvenator's on a single (power) armor piece gives you the same effect as Conductor's but permanent without requirement for crits.
@@crazy-tommy some part of the change has my main hitting a crit 3 out of 4 shots, and my AP easily staying in the upper half. As much as I have on the current iteration, I can run out, emptying a few magazines with one of my Quads. Mind you, I'm a lazy crit build, not fully optimized.

granted bloodied has a bit less survivability then they did have with this pass.

Public teams need to be updated to include at least Luck and Agility. Perception eventually and Strength might be a bit much unless maybe they make it 0.5 per teammate instead of 1.
But if they are going to keep making cards scale with abilities then we should be able to jump on a corresponding public team to push the card value as much as we can.

I kinda wish they'd change the casual team so the leader can change the perk from intelligence to something else if they wanted.
On average yes casual. But even that starts to fade a bit when you gain enough levels.
I push hard intelligence at season start but once you get scoreboard 100 and are high enough level id rather be pushing End or Luck if we could to make the scaling better for certain cards once the update comes.

The Thru Hiker change negatively affects me and here's why. I, like most end game players, carry a ton of extra weapons and chems. Thru Hiker 3 is normally a must. Currnetly all my armors are 2 Thru Hiker + 3 Arms Keeper and a ring, sometimes coat so i can wear level 2 Thru Hiker and Travel Pharm, saving 2 perk points. So 40% FDC + level 2 card aka 60% and 60-100% WWR. With this change however, the second star of Thru Hiker card of 60% is being removed which causes me a huge dilemma. Now ill have 45%+20% FDC reduction or 90%+20%. All my armors are totally unbalanced now. Corner case i know lol.
The Weight reduction cap is 90%. I’d suggest asking yourself how important that last 5% is.
Your 2X FDC & 1 perk point spent on Through Hiker is likely adequate to make things easier.
However, I think the real problem is that you are carrying around too much. Why do you have so many weapons that you use at the same time, are you carrying ammo for all of them too?
Trim the fat. Dial it in.
Put everything in your stash & take out only what you need.
Armor & Under Armor, Backpack, Power Armor Frame, Main Weapon, Secondary, Melee, Explosives, Heavy Gun, Ammo, Food/Drink/Chems.
Literally do it in that order as though you were getting dressed and having breakfast.
Everything you don’t NEED, sell or scrap.
@Harbard369 yea I'm not looking for a solution. I understand the problem. I'm just saying it does affect me negatively because my setup relies on the second star of Thru Hiker that's dying. Right now I have 2x FDC and 60% from the second star. Yes, 10% is wasted. Then 3x WWR and ring which is 80% then if I need more I put on the coat for the last 20% (really 10%). It's just a way to minmax carry weight. I could offload stuff to not need FDC or WWR, but I don't want to. I don't want to move the weapons to a mule or put 20lbs heavy guns in my stash. Which is filled with presents and pails anyway. But yea, not looking for a solution, just saying there is a case where someone is negatively impacted, which Turtle said to leave in the comments.
The one I was looking to see how the changes effected it was Lone Wanderer...as a solo player I only have 4 Charisma now, just for that perk. Was wondering now that it scales, but at what amount? With Unyielding armor will it be the same or better then it was before the changes?
It was nerfed quite hard as the 20% damage reduction was turned into less useful damage resistance that scales with charisma. The AP regeneration for Lone Wanderer now also scales with charisma and to get 30% like you had on the old perk you now need at least 15 charisma. With full Unyielding you might get slightly more AP regen out of it than you have now, but it will be less powerful on the defense side no matter how much charisma you have.
@@demonoid7469 the perk card was/is bad before this. Even solo, you should be joining a team for more benefits.

I feel that bloodied builds are gonna be as tanky as full health (possibly more tanky) due to damage evasion perks now scaling with SPECIAL
All night long imo was better for us lazy people who don't want to eat as much. We can sit in camp at night with the camp dweller perk even with speed demon and maybe have to eat a popcorn for the whole night. No reason to take away the hunger and thirst reduction. Just add on the alcohol boost.
I think youve got 4 leaf clover wrong and its actually giving you 69% of the amount a hit would normally charge the crit meter. It says "contribute to" not charge as normal

How will bullet shield work with something like Holy Fire or the Enclave Plasma Flamer. Will holding down fire continuously give a chance for it to proc or will you only get a chance once you initially hold press the fire button? I assume heavy guns that fire bullets will give you a chance for each bullet.
Very excited for these changes. Not been playing recently because of all the bugs in the game atm. Hope the main ones get fixed once the new season starts.
Did you even watch the video? Not a fan of turtle, nor the fun of hidden effects in Bethesda games, perks and everything, but he covered this perk pretty well.
When firing a heavy gun Bullet Shield is active for 6 seconds. Within these 6 seconds you have 20% chance to deflect in light/medium armor and 30% chance to deflect in heavy/power armor. Deflect reduces incoming damage to you by 50% and reflects 100% of the incoming damage. So when using the Holy Fire it will be active the whole time and stops when you haven't attacked for more than 6 seconds. The Enclave Plasma Flamer is not a heavy weapon, so Bullet Shield does not activate.
I wish the scaling for applicable perk cards would be from 1 to 20.
Only a couple things in there that seemed like they may detrimentally affect bills but mostly the only negative is there’s two goddamn many things in endurance now where is before people are complaining I never had a problem filling up endurance. I mean life giver took four points fireproof took three that’s that seven out of the 15 right there Golish is good on any bill, especially if you put Whatever the mutation is cause every time you get hit by that you get a little heel, you resist most of the radiation, but you get a little heel anyway every time that goes off and especially Golish if you’re in any kind of heavy radiation is really powerful. Heavy radiation with Golish is extremely powerful light radiation not so much but still useful so that’s another three points so there are at 10 points easily Endurance always had a lot of good part cards. Just people didn’t think they were helping their build, but those are those low health bills that are bitching about dying all the time that are running it like a 50.60 point health pool because they don’t have any points in endurance. It’s not about the work card so much and endurance. It’s about the endurance points and life giver I mean honestly life giver just dance for right now it’s 45 health. It’ll be even more powerful after this. If you have maxed out endurance in life, giver, low health bills are getting gigantic boost off all of these changesseriously is it’s it’s like in destiny too when they completely ignore PVP for you know five years or six years they’re doing the same to everybody but but low health bills they’re making all these changes and the only thing that really benefits in a huge way are people and unyielding armor.
Looks like better PA perks, not so much bloodied. Looking forward to your new build videos after the update drops, especially for low health builds.
Personally this changes will be a huge buff for my build.

Yeah, none of this really changes anything for me other than the fact that there are more things that I’m gonna want in endurance, but I already always have 15 endurance I mean, legendary per card +15 endurance and if I can leave my legendary points and endurance to get even more health in my health pool that’s what I do so it’s not gonna change a lot for me and I’m already running all four of those Newport cards those things are genius whether your energy resist is in one or the other doesn’t really matter. They’re all really good. I mean when you have high endurance they’re really good if you don’t invest fully into endurance then they’re not good.
Four leaf cover perk, does that mean that critical hits may have a chance to miss next patch? Currently on live criticals don't miss. This updated perk seems really OP as it is if it goes live.
No critical hits still always hits. Four leaf clover now helps filling up your crit bar if you miss. Normally you only get crit refill on hits. The crit refill of Four leaf clover is based on your normal crit refill, so at 15 Luck you get 50% of your normal crit refill on a miss, so if you normally crit every other shot you would also get enough crit refill if you miss twice.
looks like i should maybe start looking for some +2 luck luck pieces for my uny armour lol. this actually really messes with my unarmed character but may buff my main character, we will see, they need to allow console players PTS access. i mean im mainly a PC player but play 76 on xbox. hopefully wont have to change up my build to much. to me it still seems like serendipity is getting nerfed but maybe can compensate elsewhere.
Regarding the change to Four leaf clover….would you say it makes the +50% VATS Hit Chance Mod for weapons not as useful now?
doesnt matter .....+50% VATS hit chance is about acuracy .......four leaf clover is about crit refresh
