That is true. I'm a retired corrections officer and I've caught hundreds and hundreds of inmates breaking the rules and wrote them up every way I could find. They'd always complain and say, "what about these other guys"... I'd tell them, "Hey, it's like fishing, you can't catch them all in one day, you just get the ones you can and go back get more tomorrow." And that's the way it is for the cops catching these guys, it's impossible to catch them all at the same time, so they just get what they can today and get what they can tomorrow and so on and so on.

The officer left the scene to transport the driver driver to jail to book him, video shows trooper driving, then there was a scene where the trooper was backing up, like maybe he was going into the law center garage, then back out on the street driving somewhere else? Was this video edited by the troopers unit?

I've seen them in the back of loaded trailers on the side of interstates all the time. I've seen them pop seals in weigh stations in Ohio, California, Florida, Missouri, Illinois, Kentucky, Indiana and Minnesota. If they have probable cause or want to check load securement, how are they supposed to do it? What if a shipper calls and says a trucker stole a high dollar load and the driver hands them bills that say it's nothing but cardboard? By your logic, they just have to let them go because they threw on a seal they bought at a truck stop and call it good? What if the seal on the trailer doesn't match the one listed on the BOL? What if the seal isn't fully attached (locked) into place? Also, the trailer is not his property, it is his company's. He's a company driver, not an owner operator. He's not under a load and stated he is unladen (empty) therefore breaking a seal has no repercussions to either the shipper or receiver in this case because there cannot be any cause for OS&D (overage, shortage & damage) to the no existent freight. The Federal Marshal canard has been something that has been used out here on the road for as long as I have been driving (25+ years) and probably before my time. I thought it went away with the white sheets only in the sleeper b.s. but I guess it still lives on.

You missed something... Cop asked if anyone else was in the sleeper. Then asked if he could look in the sleeper. Driver said OK. Cop looked, saw blankets covering boxes.
