You're not touching in either the right place or long enough. If you touch over the last half of "Advance" and hold, gently for 2 - 3 seconds you'll have the OSD turn up.

Not enough time to corrode given that it's a clone (hence the cheap plastic) that was probably assembled last month!

      Obviously, hence the IPS screen.
      Also the motherboard appears original.

One thing I wonder about these gba mods is how the AA batteries hold up with such an extreme screen upgrade. I been considering doing a project and upgrading a GBA but not sure it’d be much harder to also throw in a recharge battery.

I use high capacity AA batteries from Ikea 2450mah/battery. I get about 6 hours playing something like Metroid Zero Mission before I switch the batteries to make sure they don't give up before I'm ready. Depending on the game you'd likely get longer. The USB-C li-ion battery mod only gets you a 1800mah battery, and it heats up. AA batteries are safer and give you more play time.

Some of the kits off aliexpress come with a rechargeable battery and a custom battery door with a usb C. Much easier!

Don't buy cheap battery mods from China. They are not safe. Buy one from Clean Juice or Funny Playing. These are much better.

IPS (in-plane switching) is a screen technology for liquid-crystal displays (LCDs). In IPS, a layer of liquid crystals is sandwiched between two glass surfaces. The liquid crystal molecules are aligned parallel to those surfaces in predetermined directions (in-plane).
Basically, you bought a brighter, clearer LCD. The "IPS 3.0" you are talking about is just a modding kit that adds an IPS screen AND a touch screen sensor via ribbon cable. The kit must have had earlier versions of itself, and added the 3.0 to make it sound fancy, but IPS does not have a 3.0. Somehow you didn't get an IPS screen with a sensor and digitizer, you just got an IPS screen mod. The touch-modified version shouldn't say "GAME BOY ADVANCE" beneath it, that's copyright and they needed to add a screen-layer on top of that for the digitizer panel, and none of the modded screens have that copyright text. I think they mistakenly (or purposefully) sent you an older version without touch-function built into it. Which is doubly strange, since they gave you the extra thick shell to accommodate for the thicker screen, that's why your buttons feel 'hollow', they have have more travel distance. If you want to feel better about your purchase, IPS tends to have the "truest color" of LCD models, with more vibrant color and deeper blacks. So at least you paid for something.
