What do we need to know before pulling off tear away hem tags and placing our own tags? And legal stuff that needs to be checked off before we do so?

You can learn more about the legal requirements for apparel labeling in this video here: ruclips.net/video/EmhVQBt7gT4/видео.html
Essentially, you need to include 4 things:
      1. Your Business Name
      2. The Country the Garment was Made In
      3. The Fabric Content
      4. Care/Washing Instructions
Also recommended but not required by law: Apparel Size and your website.

For dyeing methods, which category would a "mineral washed" garment go under? and how soft would it feel compared to regular dyed garments?

Mineral wash will lead to kind of similar end-results to the Pigment dye process we talk about here but with even softer fabric feel and faded or distressed colors. It does a good job of getting rid of the fuzz on the t-shirt too for a great surface to print on. Mineral, Stone or Enzyme washes typically happen after the dyeing process as an additional step for the added effect.
