The way the rules read, if you are conducting business in your truck (example, bobtailing to get an oil change on a 34), you cannot use PC.

I'm always aware of the closest place I can park, whether a side street or like a commercial business area. No one's going to bother you there overnight.

Yup, and many states are trying to push bills through to allow undocumented immigrants to obtain a CDL. They're already allowed to get a regular drivers license in almost 20 states. Our borders are wide open and these guys are willing to work for low wages. Once they're able to obtain a CDL, trucking will become another minimum wage job.
“I sleep in my own bed at home every night and although I know that you got loaded late and couldn’t find a truck stop to park at and you’ve been driving for an hour to find a place to safely park, I’m gonna have to give you a ticket for parking on an on/off ramp. There’s signs posted saying no parking.” I got a better idea. How about you go after people cutting off trucks or people hogging up the left lane, causing congestion and increasing the risk of accidents.
I got a ticket for using the PC time wrong in Wisconsin. Put me out for ten hours and missed the load drop. Got a 200 dollar ticket.

Shippers should accommodate at least 5 trucks for overnight parking conducting usual business.
Recently the Biden Administration changed the PC rules to let you go to a restaurant to get food. There is no restriction whether or not you are under dispatch, or whether or not you are advancing the load. This was a concession to the Unions who objected that drivers were having problems getting food.
Nothing to do with Biden though
I do this everyday. I drop my tanker which usually takes 2 to 3 hours to unload, then bobtail to get something to eat or whatever else I feel like doing. However, I run under the 150 air mile exemption, so no pesky ELD to worry about.
I use PC all the time. How I use it is to get me from my yard to a nearby truck stop to my pickup. I note in there that I am getting food. That’s all I note. Then when I get there. I go off duty. Fuel up. Get food and drive around the corner to pick up my load. I don’t advance the load in PC. Except I f I run out of hours on the highway and it’s not safe. I will park on the shoulder. Go off duty. Then into PC. And note Safety move.
If I drop at a facility and want to drive home. I leave the yard. Drive to the truck stop. Go off duty or SB. For a while. Then if I want to go home I put into PC and drive home. I have had 3 level three roadside inspections in the last three years and never been questioned about PC use or abuse. I own my truck and business and use PC as a tool to operate my business responsibly and safely. It’s worked for me so far. I’m always reading up on the rules to try and educate myself and stay safe and legal. PC is a tool to be used within the parameters of the ELD. I use it as needed.

As a cattle hauler that still uses an ELD for the convenience when I file IFTA every Q., I was instructed to drive on PC with an Agriculture Exemption note for my 150 air mile exemption.

Driving to and from a shop that is working on a commercial truck is part of business. Of course that should be on duty time.
I've been shouting that the difficulty of challenging a CSA violation is a blatant due process violation, and OOIDA needs to get this into court. If a restaurant business started getting the same grief and headaches from the health department or FDA warnings, and there were still legal ramifications against the business (from the warnings) that couldn't be challenged, lawyers would be salivating over taking the lawsuit.
You can also use pc for food or entertainment and if i leave a recievers after dropping a load i can choose to pc to my terminal to eat the food out of the vending machines they have there.
How can they make a law that they don't know and can oppress the working class. It is why mass non compliance is what must be done or strait shut down. But as we have seen everyone just eats the shit lawmakers feed us. Sheep and seals
Logs are nonsense and should be done away with. I was with Werner which held me to the exact letter of the law - I was never so tired, so dangerous, so fatigued. Logs are dangerous.
For number 7, companies are set the PC to be used for one hour per day.
When I run PC, I put what the usage is for. 7/10 times I will only use it to get to a nearby rest area or closest truck stop if I'm out of hours.
The other 3/10 times of PC usage is for showers and food/restaurants. If you are in the middle of no-where towns, how can DOT argue how hungry you are or if you've been without a shower in the last few days.

Run at night , park during the day. Once the sunsets there are FAR fewer DOT messing with trucks. As far as illegal parking on the side of a ramp or a road that is just stupid and asking for problems , let alone the liability of someone slamming into you.

Be careful saying that dot may be reading this. In Kentucky don’t matter they pull you over anytime. Indiana I think had a state trooper killed on 80 some years back so they don’t normally pull vehicles over at night for inspection for safety reasons. But I would be careful telling the world that. But it’s vary true.
There are some states that allow parking on the ramps. I'm pretty sure it is legal (they don't advise doing it though) in MO. I believe I saw an interview with a MO state trooper spokesperson (I think it was after that Greyhound bus crash on 70 in IL this year, or was it last year...) saying it WAS legal in MO.

For personal conveyance purposes you have to return to the same location as you started from when you end your personal conveyance

The direction you travel is not part of the PC rule, other than the word "nearest" in the case of looking for sleep after leaving a shipper.
According to the fmcsa rules, in order to properly use PC you have to be in Sleeper or Off Duty. And there is 4 areas you can use it for, 1.)going on hometime.
2.)You were asked to move by private security or a dot officer or officers
3.)Going to a restaurant
4.)Going Shopping

Basic rule is that you can’t use PC to gain any sort of advantage.
- officer asks to move while out of hours
-out of hours at shipper/Rec to go to nearest parking
- arrive at customer early and they won’t let you park. You can PC to park but must be on drive line to come back
- leave where you are parked in order to get food, meal, shower
- using truck for non work reasons while at home
- leaving a Rec empty to the nearest parking is ok even if you have hours as well
Just know that a driver who chooses to be a professional should learn the rules and abide, the dude abides.

I do remember one company allowed their drivers to bobtail home at the end of the week. Some drivers lived over 100 miles away from the terminal where they dropped the empty trailer.
You know you are running low stop before you run out your GPS will tell where you can stop
What is the legal standing? What is the historical ruling when people fight it? That is the law 9 out of 10 times.
Personal conveyance is personal. You don't have to say squat.
I only use PC when I want to...never when I dont want to.

Pretty much stay away from PC , anyone looking at your ELD will just see it as you are trying to advance your trip.
Unless you are really really off duty , stuck for a few days waiting then PC is OK to get around town.

The rest of the drivers , company drivers, lease on to the company, lease purchase, each company has thier own rules to follow with PC.
Some are 15 miles, 50 miles, 1hr, 2hrs, and some are unlimited but will be question WHY so many miles in a day or 2
In the end, companies don't like PC, WHAT IF YOU ARE INVOLVED in a accident. Lawyers would take that data and say, DRIVER SHOULD OF NEVER BEEN THERE.

It's better to not use pc. Learn to split your sleeper berth it helps when shippers take a long time.
I was told I abused my PC by Arkansas DOT during Memorial Day weekend

I drove from Dallas to Houston to spend the holiday with family
Perfectly legal.
It is also used for Ag Exempt loads on at least my elog, in the note I put Ag Exempt and the trip or load number so it is easy to reference the load confirmation sheet if it comes up on roadside or office inspection, I use my GPS to fi d my air mile points.
Read the FMCSA guidelines for personal conveyance. The stipulations allow you to use it as you see fit, as long as you are safe. You can be laden and still go home. It’s time for truckers to stop bending to the crooked government. Take a stand for goodness sake!
What's the point of having PC? Even though the DOT Officers ticket you for everything, there has to be just cause for using it.
Why not interview people who've been ticketed and gone to Court. The before Court conventions are nice, but we can learn more from the aftermath.
basically the rules don't matter if you're stopped by a dot officer they can just decide what they want to do and your forced to comply even if you are in the right . Me personally I was told in school and by my mentor to never use pc because dot officers will try to cite you no matter what you are doing because they don't know there own rules.

#7 . If you are leased to a carrier. They can and will limit you on distance and time. For example time, 1 hour, distance, 50 miles. They can set the rules in that situation. Though FMCSA says different.
First thing if you are still attached to your trailer, pc rules are confusing. If you have droped a trailer at a dropyard and you ate going to return to drop yard you can PC the time for as long as you like and for as many miles as you want. I wish drivers would learn how to split hours. I do this all the time and truck for hours.
Do not use PC in the state of Indiana as they do not recognize PC use ticket only

These are the ONLY reasons you can use PC.
FMCSA updates the guidance for 49 CFR 395.8 Driver’s Record of Duty Status to read as follows:
- Time traveling from a driver’s en route lodging (such as a motel or truck stop) to restaurants and entertainment facilities.
- Commuting between the driver’s terminal and residence,
- Commuting between trailer-drop lots and the residence,
- Commuting between work sites and residence.
- Commuting from off-site location to residence
- Time spent traveling to a nearby, reasonable, safe location to obtain required rest after loading or unloading.
- Moving a CMV at the request of a safety official during the driver’s off-duty time
- Time spent transporting personal property while off-duty.
- Authorized use of a CMV to travel home after working at an offsite location.

I call my lawyer and they extend it to 3yrs. By that time it was dropped, old news, not worth it to them. Case dismissed

#1 is a bit confusing. I think it matters where you started from. If you start from a terminal then you can't PC back. But if you drive back to the terminal and go Off-duty. Then you can PC home. However, if you start from home then you can't PC home you have to drive home.

I was with a company that played fast-n-loose with PC all the time, totally abused it. I used it sparingly.
I've done PC only when I run out of hours at the shipper/ receiver to get to the closest place to park (even if it is an unexpected plaza or random spot I find).

I've been checked numerous times while on personal companions while hauling agricultural exempt and by just going somewhere to park or going home, there is an allowance of so many miles when hauling agriculture exempt 150 air miles or I think its 170.4 actual miles . I could be wrong. I do know you cam run 170 plus miles as Actual Miles from a Produce shipper or any other agricultural Exempted loads

Personal Conveyance is easy to understand when you're not trying to cheat. It's when you run out/tight on hours and start looking for "how can I make this happen" that drivers get into trouble with it. And yeah, companies aren't big fans of PC because they can never instruct you to use PC - it becomes official work if they instruct you to drive somewhere.
