The top 2 international sides right now, Spain and Argentina, both got their current managers from their youth setup. They were already in the fold. They were already familiar with all the players, the system, the schedule etc. They weren't foreigners flown in to try to push across a finish line.
Klopps greatest strength is his week in week out relationship with his players. He's a CLUB manager. The German national team job is possibly the only national side he would consider taking on, that aside I don't see him considering anything other than managing another club somewhere in Europe. p.s. I've always thought that for better or worse all national teams should be managed by a citizen of the country the team represents.

Managing the youth team is a benefit for international managers since it's possible to coach the players and have them ready made for the future.
That's why Brian Clough as "the greatest manager England never had" is an empty soundbite. International football is a different beast to club level. The cornerstone of Clough's success was recruiting BRITISH players (via Peter Taylor) and moulding said players into his image. Neither of which he could've done as England manager.

He knows English football n footballers well, pragmatic in games , has a ruthless winning mentality. But success or not, just for one or two campaigns.
