What is one disc I can buy to play Ps1 AND Ps2 imports on my "fat" Ps2?

Honestly, if you want to boot both PS1 and PS2 Imports on a PS2, I would just use FreeMCBoot and use PSXLAUNCHER for PS1 games and COGSWAP for PS2 games. Those are all free and I think they work pretty well. The discs are better, I think for PS1 and PS2 separately.

Also, I'm not sure why your first comment got deleted, sorry about that.

@@ZXRyuu I don't know what those things are and I'm probably not good at modding something.

FreeMCBoot is some software you install onto your Memory Card that then allows you to run homebrew. PSXLAUNCHER and COGSWAP are homebrew programs. FreeMCBoot has some instructions for how to install it onto a Memory Card, but if you don't feel comfortable doing that, I would get Swap Magic for PS2 and PS-X-Change for PS1. I don't think there's an option to boot both with one disc, but there could be something out there. Also, you'll need a slide tool to swap discs on your PS2.

As far as I know, it does. It, for sure, works with NTSC games, but I don't know about PAL as I don't have any PAL games to test. You might also want to check out FreePSXBoot. It does, pretty much, the same thing as PSX-Change, but runs from a Memory Card with no system modification required.
