Hypersonic Missile development is seriously hampered without an appropriate HS wind tunnel. The US has not yet figured out how to make one while China is building a second Mach 30 windtunnel. The HS windtunnel is in itself a very complex technology generating wind speed at Mach 5 to Mach 30 with the ability to adjust the speed on the flight.
You need to keep the HS missile stationary for meaningful measurements, so you can collect data for a range of functions, including aerodynamics, performance of sensors at 2000+ Degrees Centigrade and the effect of plasma on electronic communication. You can not do it effectively while the missile is going at Mach 5+ in flight.
The failure of US HS tests is closely related to its lack of a suitable HS windtunnel.

It is also important to think about how military placement affects the necessity for these missiles. The Unites States has their Navy as well as military placed all over the globe, and are able to quickly mobilize to places like Asia in an instant. China on the other hand would mostly rely on longer range combat if a major war ever broke out, as due to their geographic region, China is navally confined to a very limited area. In addition, China has a poorly developed air force, ESPECIALLY compared to the United States. I'm not saying it isn't necessary for the US to develop these weapons, but the situations of both countries is certainly different

The United States possesses several energy weapons that can easily defeat these incoming missiles, provided they are powered up and ready to deployed prior to an enemy missile launch. The reason the US has resumed development of these weapons, which it abandoned in the late 1950's is simply for offense as the enemies systems are slowly getting better at defense. This is why the only real talk in US circles about defending from these weapons is about devolving command and control, so defensive meassures can be deployed immediately, without asking for permission up the chain of command and not about developing or buying new weapons systems.

The New Arms Race is both high-power laser weapons and hypersonic missiles. The only way to stop hypersonic missiles flying in the sky is to use high-power laser weapons from space satellites weapons, military planes, naval ships, and on the ground to shoot to destroy them. Laser light travels so many times faster than any hypersonic missile. Hypersonic missiles which are traveling a few times faster than the speed of sound, can be detected, tracked, calculated, and identified by high-tech radars and space satellites with supercomputers due to so much heat generated behind and a lot of heat at the noses of the flying hypersonic missiles and can be shot down by laser weapons.

China has surpassed US in the lane of hypersonic missile. China has finished developing, testing, production and deployment of its hypersonicc missiles. Its hypersonic missile can reach a maximum speed of 7000 miles per hour. Even though US’s maximum speed can exceed 15000 miles per hour, US’s hypersonic missile is still under test. US is currently confronted with two issues.
First, US government has to shift more budget to the hypersonic missile development and its development facility such as a more cutting-edge wind tunnel.
Second, now that US has been in a catching-up situation, it must pay more attention to building up a defense system just in case that China would use its hypersonic missile against US before US’s capability of hypersonic missile is fully grown.

When you put China-US relationship in historical context, it's easy to understand the animosity America as a government and nation feels against the Chinese and China. After its independence and its own war against colonialism and imperialism, America itself did a volte face and joined the ranks of imperialist powers. It seized territories from Mexico, the Kingdom of Hawaii, islands, other islands in the Pacific, and replaced European colonial powers with itself. This happened famously in the Philippines and many south American colonies. It saw China as a ripe plum, ready for picking and went for it with guns blazing. America had experience of dealing with Chinese people - it hated them and banned them from entering the US by passing the Chinese Exclusion Act, the only law aimed specifically at a race of people. To prevent those who were already in the US from procreation and "spreading like weeds", it had also passed the Page Act to prevent Chinese women entering the US. The US, like other European colonial powers of the time found China a nation weakened by an incompetent and corrupt Manchu dynasty. It was easy of them to carve China up like a Christmas turkey and bleed China as much as they liked. This they did with opium and by exacting huge war reparations from the very wars their drug pushing to the Chinese started. Fast forward to recent times. China under the CPC has become a prosperous nation that is no longer militarily or economically weak. Rather it has demonstrated to the world that by dint of sacrificial hard work, determination and good governance, there is an alternative to the dogmatic and ruthless capitalism of the west, particularly the monolithic, monopolar world with America on top of the pyramid of nation and dominating everything from fast foods to financial transactions at the point of a gun. This was an affront to America. How could a race it despised, long before the CPC was even founded, rise to offer an alternative way nations could rise from ashes to prosperity. This contempt America has always felt has little to do with communism. Had China risen as a western styled "democracy" but tried to be independent, the hate and animosity would just be as strong. The only way it would be accepted by America is as a docile minion, like Britain, Germany, Japan, Australia, Canada, India, etc. i.e. the rest of the world, except for a few nations which continue to defy the US. China has rightly refused to bow to US hegemony. Despite America's puffed up ego, imagining that it has been appointed by divine fiat as "a shining beacon on a hill" to lead and rule the world, China has other plans. So, as long as the exceptionalism of the US is accepted by the western nations, and they supinely continue to obey the diktat of Washington, the relationship between America, its minions and China will be tensed and fractious. It is difficult to expunge from America's body politic hatred and racism which have tainted its perception.

China has several HS missile models, DF-17, YJ-21, DF-21D, DF-26 and the latest and most lethal hypersonic glider missle, the DF-27.
In 2017 China built a Mach 10 hypersonic missile windtunnel. Just months ago China finished building a Mach 30 windtunnel.
Many people many not appreciate that HS windtunnel technology is every bit as complex as the hypersonic missiles! To generate wind velocity at Mach 30 you need sustained and smoothed out EXPLOSIONS !! You can imagine the complexity. But China has successfully overcomed the technology difficulties.
The US failed the lastest hs missile test in June 2022 and has been quite since.
The key reason why the uS failed several time on HS missile tests is because without a modern HS windtunnel, you can not perform any meaningful tests and collect high quality operational data. If you use a 50 year old wind tunnel, it is not going to give you the best test data you need. If you drop it from a Bomber, how do you track and make measurements of in-flight operational parameters?
I believe the US is at least 5 years behind China in HS missile technology.
The ability for the US to win the Taiwan war against China is severely restricted.
