Yep. That’s most likely the case. I was in the same situation. Paid my monthly bill and the late fee and in about an hour I tried to update my payment details again & it worked!

This sounds like a peyment problem with the specific app and not with your Apple ID or payment method. Your best option would be to contact the app devs through the App Store. If you get no answer, you can go ahead and contact Apple Support. Sorry to hear that!
