Resolution is easy. Make sure that your payment method has money. Remove your payment method and try to download the app and it will ask you for the billing method then add your payment option. Just make sure that it has money in it. It won’t be charged
The fact that apple just literally lets you buy something without having to pay for it but than having to pay it back is outrageous because there is this thing called curiosity and kids could keep buying stuff over and over thinking they getting it for free but after the popup starts appearing than the parents either have to pay it or make a new apple id

Yes I’m a real person 😂 I have everything synched to my iCloud EXCEPT my photos & videos (cause I don’t have the space & didn’t want to risk the chance of them being deleted forever) so when I signed out of my Apple ID & signed in with a new one (practically the same just added an exclamation point) nothing changed except the cards in my apple wallet got deleted (who cares I’ll add em again lol) I didn’t lose photos, contacts, videos, notes etc.. HOPE THIS HELPED cause I was STRESSING
It means that the app that you're trying to update was first downloaded with the old apple id or different apple id; if u want to solve this problem, you should delete that app first and then redownload it. And for the next app updates, it will work just fine with your current apple id. (download and update must be done with the same apple ID)

Question even if you have ICloud does all your stuff save even if it says “it may take a moment or 2 to remove ICloud data from your phone”
All your doing is creating an extra iCloud so all your original data will still be there on your original iCloud hope this helped.
