    I've been writing space agencies about making a 100 km balloon so people can go to the top of the balloon with a tube that connects them to Earth and the people can fly into upper atmosphere from the balloon to clean the debris As you can imagine I receive only resistance and the only people who are agreeing to do this at this moment is the balloon manufacturers Ibviously the balloon would not fly and it would be filled with air from the Earth Hopefully people can advocate that we need a balloon that lets us clean debris in space. Cleaning space debris is an international concern and is not the concern of one country

    All future satellites launched should have a deorbit capacity. This capacity needs to be autonomous of the satellite itself. Obviously weight is a premium but that is getting more and more mitigated with things like spacex.

    Is there a way to distinguish the scenarios by the amount of debris and measurable characteristics such the delta v of the debris relative to the original satellite.
