Indeed, and it's not even hard to do. The fact that trolls from this part of town (I can't place it, but I bet I could if I lived in NYC) still have that dissenting opinion about Jersey feels so organic.. and Abe! When he and Nuala dream-fast off each others touch is one thing, but to have him take the time for that polite gesture after she introduces herself, it's--- goddammit, writing is not impossible! Why won't anyone do it anymore??

They didn't slouch on the budget but compared to what other film's have done with more they blew it out of the park.

Yes and no. Hellboy and Hellboy: The Golden Army are damn near masterclasses in how to blend CGI and practical effects the right way. While practical effects on their own are definitely good, they’re also expensive and time consuming. CGI on the other hand is comparatively cheap and very quick, however this can affect the quality quite noticeably. Blending the two in just the right way however gives you the best of both worlds, and for something of a more fantastical nature, such as Hellboy, such a blending is necessary to make it work.
Which is also why the reboot failed so miserably, because they relied almost entirely on CGI. Didn’t help that the acting at times wasn’t great, the pacing was all over the place, and they decided to adapt one of the comics, without understanding the source material.
