The Citadel textures and city textures are 2D Images that have NODRAW Textures behind them for optimization. The Small Fires, Smoke, Portal Beams shooting up to the Portal, are all particles that use a info_particle_system. The reason the blue beams rotate, is that they are parented to NODRAW Blocks that rotate. The massive Vortex that the beams connect to, are prop_dynamic, and they have two seperate components: Cloud Center, and Citadel Cloud (rough paraphrasing of the .mdl names) Luckily, the skybox texture blends well with the Vortex. The Distant trees are also just 2D Textures. The Glow in the center of the citadel is another 2D Texture. The reason that this vista is huge is because of 3D Skybox Projection, and an entity called sky_camera. (Conviently, the city and tree line textures are strecthed quite wide, so that helps the view) sky_camera can change the scale of how large it will be projected. Valve uses 16 by default. the sky_camera entity is placed far away so the vista view can be accurate. Hope this can provide some insight in to how Valve made the vista! Another neat thing to notice is the music itself. In between, you can notice small, reversed synth notes playing. Nice!
