Since they took life saving equipment, I'm sure they won't mind taking a manslaughter charge either, for any lives lost because of it. Maybe you need to look into whether they had something to do with those 2 guys freezing to death. Bet ya they'll rethink stealing anything else after that.
When justice system is soft on crime it emboldens the would-be criminals and criminals alike. So you end up with this kind of things happening. I hope the people that did this end up needing help but can't get it.
