No doubt he is a idol for everyone, why do you wonder, members of rajyasabha are elected by mla and bjp is in gurjrat now and also that's time, i don't think it is challenging.

I think, his achievements comes from his international relations PhD, otherwise so many people cracked upsc and got ifs but they don't reach to at its heights. So perticular field of knowledge is very very important to become perfect in that field.
