This means that an unprofessional attitude, verbiage or actions that somehow make the citizen requester of records feel uncomfortable, intimidated, threatened, hindered, hampered or additionally and unecessarily burdened in their efforts to request and acquire the records may be deemed as not acting in good faith and may be in violation of the law in this regard.

I’m dealing with issues with a district court house, and county sheriff’s department! I’ve asked over the phone on a recorded line, asked in person while recording the interaction, sent emails, and hand written requests with a clear email to contact. Some of the requests were as simple as code of conduct, policy and procedures, and information about a public employee, such as commendations, performance evaluation, training, and many more simple tasks. A person was arrested for disorderly conduct in a government building. Not only did they not attach exculpatory evidence such as surveillance, but simply requesting the footage separately and within 24hrs of the arrest! I believe they are destroying evidence that would exonerate the defendant!

I would suggest going to your local municipality webpage, and searching through the website for FOIA policy and procedure, depending on where you're requesting from it should be similar.

A SRO used a illegal chokehold , body slammed him and placed his knee in the back of our 9yr old child with disability’s because he was attacked by his bully in school with the administrative places our son in this class with his bully. I wish it were that easy.... they put you through a full obstacle course before they even start to help you with your request. All US Citizens need to keep all of our government officials accountable. They are not our leaders, they are our elected representatives to speak in our behalf, not to rule, govern or harass. Such fees are regulated. That, and fees are itemized in terms of man hours, materials, and other things as well so it's important to request an itemized receipt. There may be regulatory options which enable people to avoid certain fees. For example, they might charge a shit ton for a hardcopy video, but there might be a soft copy option in the regulation for a much lesser fee. View the regulation and make sure the fees are consistent with the regulation, especially the fee for man hours. How many man hours are they billing and at what rate? The first hour or two might be free of charge or subject to a lesser rate than the third hour and so on. If you're certain it took all of two minutes for them to fulfill your request and they charged you for ten hours, challenge them on it. One more thing, look into viewing records versus obtaining them. Obtaining records might come at a cost while viewing records may be free. While viewing them, you can take all the pictures you want.

Somebody called and complained about me taking pictures at the city pool of one of those water dump buckets. The complainant/s supposedly told dispatch that I was taking pictures of kids, yada, yada. When the police made contact with me they tried to act stupid at first until they realized I was educated. The stupid ass police chief tried insinuating that I was a child predator and got aggressive with his voice (he was 3rd on scene.) There was one decent officer that is the k9 handler that was on my side the entire time for the most part. I got caught off guard by the stop and didn't think at first to start recording as the department in my area still doesn't have body cams. I think it would have made a good video, but I don't make videos to put online. Now I'm hesitant to go into the park, especially that area (without my own body cam), because people are ignorant as hell and don't agree with or understand the Bill Of Rights and the Constitution. I'm debating on how I want to proceed with records requests, because I want everything these obscurantist's have regarding the call for service. We The People are the victims if we are kept in the dark about what our government is doing, ergo violation of the section is also by definition a crime.
It's significant to note that Sunshine State laws are better than federal FOIA laws, some (not all) of these roadblocks can apply to federal requests... The matter I am currently researching has been unfruitful on the State level only.
