I Think the Reason Vegeta wasn't there when Garlic Jr Came back was Because at that Time Vegeta was at 3rd Form Frieza Power Level and if he Faced off Against Garlic Jr he would of One Shotted Him and the Spice Boys, I Would Love For Garlic Jr to Return in the Future and Challenge Goku and Vegeta but he would Need a Massive Power Up Probably by Training or a God of Destruction Gives him Some Training and a Power Up.
Vegeta would easily destroy Garlic Jr because of his speed advantage. It’s essentially the same as Piccolo. However, I don’t think their power levels are that far apart. I do believe Garlic Jr. was closer to 2,000,000 and was more powerful than Piccolo.
