One of the things that hurts Tove's chances of ever being used as more than a curiosity is the lack of compatible CDR units. SU dropped the ball because they didn't consider how mandatory CDR is to a team, and a future SG unit with CDR would have to be a B3: there aren't any outstanding SG B3 units in the roster, the B2 slot is already taken up by Guilty and Viper, and making the character a B1 would displace Tove.

If you don't have Liter/Dorothy to use for lead, or in your account, for raid, she's a great lead for SG if you have that leftover(I always do). Otherwise k flex slot for Missilis Tower where they have good SG like Naga/Drake/Guilty. Don't pull unless SG fanatic or you have stock in Missilis.
I do not recommend using Resilience Cube (reload speed). It is completely useless for her because...if she reload...she drop all her stack buff to zero. Used Max Ammo cube instead.
Ammo refill is not bad but the odds are really bad on the s1 rng buffs. I hope they make a reload speed unit exclusive for shotgun and a unit that increases hit rate as well

It's highly likely that they will release a broken SG dps to pair with Tove kinda like Mast-2b and naga tia- red hood so it's better to go for 1 copy just in case

Tove may be mid now simply because there isn't a shotgun unit that is good based simply on the merits of the normal shots of the weapon itself. Sniper rifles have Alice and now Red Hood, Assault rifles have Scarlet and 2B, Machine Guns have Modernia and Rocket launchers have A2. The only consistently top tier damaging Shotgunner right now is Summer Anis and she does damage by using her abilities (Like Dorothy) instead of the shotgun itself. Plus she also has anti-synergy to Tove. The only Shotgun unit that is close to this is Sugar, but her numbers are not competitive and situational and buffing a mid DPS unit is worse than having just a straight up good DPS unit. ShiftUp either needs to release a Shotgun unit that is along the same vein as Scarlet/Modernia/Alice or they need to buff the whole weapon category in general. This also sheds light at how completely left behind SMGs are as they're the most gimped weapon class AND have no top tier DPS units in that class.
Just remember, her kit can't even save Isabelle. SG users that have last bullet mechanics like Pepper and Marciana may not work well unless you play manually.
A friend crunched some numbers and he told me Summer Anis still does really good damage with Tove. Yes, it does mean your investment into sAnis skill 2 is kinda wasted, but her normal attacks are so fast she makes uo for a lot of it. It can work, even if you feel disgusted for doing it.
I can confirm it after trying her with Sanis in shooting range. Even though is not worth it Sanis still deal more damage than most SG in the game except for sugar and Drake. If the enemy is water code, Sanis with Tove will deal more damage than Sugar and Drake.
Hey Pseychie, completely off topic and I know it might be a long shot to even ask but, do you by any chance know a good way or better yet a more efficient way to get materials for leveling up skills?
The main ways I know are just though sim room and event shops. It’s kinda by design from live services/gacha games to hinder progression so you come back daily. However, some characters skills are more valuable than others, so thats why I put leveling priorities for skills in my guides, but I reference them from online sources, like prydwen. All the sources I use are in the description if you wanna take a look

Every nikke in the Har....TEAM should be pulled once, and during banner is easiest, but going for extra unlocks is silly unless they are your main tower team, or meta.
