Lot of things contribute for cinematic look... 24fps is one of them... 25p or even 30 p should be ok when you compare the focus options, slow motion etc..! Go for 80D only in case of lower budget.. 24fps alone is not a good enough reason

90 D on Live-view mode it acts as a Mirrorless camera and here, Eye-AF works ; but while using it as DSLR, Eye-AF woun't work. I feel it would be wise at this stage, if we opt for a mirror less camera (like, Canon EOS M6 ii, Sony a 6100, Sony a6400 ), because it is the future for various advantages over a DSLR, like (a) more number of focus points spreading over larger area, (b) faster focusing system (due to absence of separate Focus- section unlike a DSLR ) etc.

Canon 18-55 IS USM kit lense(usually come as kit lense), canon 55-250 IS USM(usually comes with double kit, also you can buy separately), individually Canon 18-135 IS USM is a good all purpose lense also. These Zoom lenses are best low budget all rounder for beginners.
If you have not purchased 200d yet...you can wait some time for 200d mk 2 to be available in Pakistani market, because it is the updated version of 200d.
