In things that is easy to automate, like semi conductors chips, anyone can do. In things that need human quality control, Japan is only country for that. There are equal countries like Swiss but much too costly to be sustainable.
Semi conductor chips can't really be checked by the human eye, as some of the structures are now just 30 atoms wide at most. You need electron microscopes to look at them. Also, to create the structure you need lenses focusing the UV light. These lenses have to be made to much tighter tolerances than any photographic lens. Most of them are manufactured in Jena, Germany by Zeiss.
