they can but I believe the sign languages vary depending on the language of the country (czech sign language is different that american sign language and so on) (though I don't know any sign languages myself, so I'm not an expert on the matter ':D)
That's funny because that question was just asked to my sign language teacher at my last lesson. She said that yes, they can understand each other, but it takes time and a bit of asking for explanations before it clicks. It is easier for them to understand someone from a country far away than for us, hearing people. (English and Japanese for example) :) Have a great day :)

Milltastic Can you communicate with someone outside your country? Same for them, only if they also know that country sign language.
