When the engine shut off it was at true top dead center and also the rod and crankshaft was completely straight. Most of the time the rod is off center so it can rotate the crankshaft easily
When a new engine shuts off especially when there's pressure from a pump sometimes the piston, connecting rod and crankshaft will be in a straight line alignment. So when this happens pulling on the rope doesn't have the muscle to get the engine turned over. I've heard of it happening but this was the first time seeing it.
