I really don't get why you would ever need to cut your dogs balls off to prevent stray dogs, do people just let their dogs run around the neighborhood by themselves? I have two german shepherds, one male one female and none of them is neutered but it's never been an issue, you just separate them from eachother (into different buildings if possible) when the female is in heat. And there are no other dogs they can breed with because if we're not out walking or hiking in the woods, they're inside the house with me, like the family members they are. I really can't see any reason for thinking you should "HAVE" to neuter a dog generally speaking besides human laziness, and if you're that lazy (or have a home too small or not set up for properly managing and controling a dog) you shouldn't have a dog to begin with.
You’re right. People act like it’s normal to just let your dog do whatever it wants on other people’s property. I have only seen that happen once for 2 of my neighbors. One let their little Yorkshire terrier miniature crap on anything and we kept complaining and telling them to stop. Then a new neighbor moved in whose Rottweiler got away during a walk and killed that dog who was like 3 blocks from home. Nobody felt bad for those people because they were bad owners who weren’t considering the animals safety. Unfortunately the dog paid for their ignorance.

My point was that in the West this is already happening ( excluding immigration ), but places with large birth rates like India, China and african states should implement this as well, since they are the biggest population growers. Africa will be particulary problematic in the comming years.
