I have two types of friends: ones that I would do anything for and treat them like family; and basically acquaintances that I am friendly with when we see each other, but I rarely make an effort to get together and I would not be willing to do much for them. Some people have wanted to be "friends" with me but I keep that a small circle and I know they would not be willing to reciprocate what I do for my friends so they stay in the acquaintance category.
I had a similar situation with a friend and the group of friends I had from college. Same guy, instead of the cigarette butt, one time he felt he needed to get out of his car and knock on a womans window, verbally berate her when he thought she did something he didnt like on the road. His politics are the only ones that are right, and everyone else is wrong. He was a blatant douche to people all the time, to friends and strangers alike. It's amazing to me he never got knocked out, but he was kind of a big dude. He would even ask different members of the group "am I an a$$hole?" My answer, "if you really need to ask the question, then you have your answer." He didnt like that. Only difference is he would get completely pussy whipped which was another set of problems. Difference is one by one he alienated the group of friends and had no clue why. His wife even asked me once why we weren't as good as friends and what happened? I had a few pops in me and bluntly said to her, "your husband is a dick and I dont want to deal with him anymore." Bill hits the nail on the head with it's funny in college but in your 30's you can't hang out with a guy like that.
Tell the friend the areas that he finds to be annoying in his friend. People benefit from feedback. If you don't provide season to end the friendship, then there is no closure. However, by giving the feedback, it may result in improved behavior and the friendship can retain in tact.
You have a good point. Certain people you can save but some friendships are in a vegetative state, meaning cutting the cord would be better. That's what I call them anyway.
I had to deal with a friend like this recently. He was okay in high school, but never grew up and is "loser" personified. He had quite the temper on him, so rather than deal with him I just found other friends and interests to occupy my time, and stopped answering phone calls from him. Eventually he backed off, and when I do see him he's usually pretty calm, since he only reveals his asshole-ish nature to those he's closest with. Now he's someone else's problem.

I'm in the exact situation Bilbo was with this pothead friend, it's actually making me start to hate pot irrationally (this guy is just making anyone who might enjoy a nice quiet joint on the beach on holiday look like a junkie). My burnout buddy broke the camels back tonight so I've had to do the same thing, which sucks because we've known each other for 16 years. Maybe one day he might think that the fact we don't hang out anymore had something to do with his bullshit, fingers crossed he grows up one day and lays off the weed.
If you are really his friend, being straight forward is the best approach.
