Multi-Agency Effort Cleans Up Homeless Encampments in Restrooms at Venice Beach

  • On August 4, 2023, a collaborative effort involving the City of Los Angeles Department of Public Works, Recreation and Parks, and Clean Harbors Environmental Inc. was undertaken to address a homeless encampment situated in the Venice Beach restrooms. To ensure safety, workers donned white hazardous materials suits in adherence to established protocols.
    In a bid to enhance the efficiency of coordinating efforts across various departments engaged in managing homeless encampments, Councilwoman Traci Park's office appointed a specialized Homelessness and Housing Coordinator to streamline approaches.
    The cleanup operation was executed by three distinct waste management teams, each with specific responsibilities. The City of Los Angeles Department of Public Works and Recreation and Parks teams, distinguished by their yellow safety vests, joined forces with the Clean Harbors Environmental Services Inc. team, identified by their orange safety vests. The Clean Harbors team initiated the process by carefully sorting through refuse to identify and segregate hazardous materials such as batteries, syringes, and urine. Subsequently, Los Angeles Public Works sanitation workers took charge of collecting the remaining non-hazardous waste.
    The cleanup endeavor received substantial reinforcement from the Los Angeles Homeless Services Authority (LAHSA) played a pivotal role in extending vital outreach services to aid unhoused individuals and cater to their necessities.
    To ensure the safety of all participants and to garner cooperation from the homeless community, Los Angeles Park Rangers maintained a continuous presence throughout the duration of the cleanup operation. This endeavor aimed not only to maintain cleanliness and hygiene in the area but also to uphold safety standards.
    Notably, despite the enforcement of Ordinance 41.18, which prohibits sitting, lying, or sleeping in public places, as well as storing, using, maintaining, or placing personal property in the public right-of-way, no citations were issued during the cleanup operation at the Venice homeless encampment.
    It is crucial to comprehend that these cleanup actions, like the one conducted at Venice Beach, are just fragments of the broader efforts undertaken by the City of Los Angeles to tackle homelessness. It is imperative to acknowledge that these initiatives are not comprehensive solutions to the larger issue. The city remains actively engaged in devising sustainable, long-term strategies to address the root causes of homelessness and provide essential resources to those in need.

    They need security out there 24/7 Would be cheaper than cleaning this up and fixing the damages all of the time. I remember when you could take your kids to the restroom on the beach.. no more .. be afraid they’d get leprosy.

    In many tourist oriented beach towns in "normal" states restrooms are washed nightly and doors are made fairly flimsy to not allowed unacceptable encampments. It's amazing California is sacrificing its tourism to accommodate the mentally ill, alcoholics and others who choose to shelter in the bathrooms etc for many days....these videos show how far gone the state is!

    I lived in Southern California for the first 48 years of my life, which for the most part was pretty awesome. However, for the last few years, the homeless encampments got out of control. Then, when we pleaded with the city council to do something about it, they said they couldn't because they couldn't legally remove someone's "property" from where they were staying. That was three years ago this past April. What changed since then? The other issue I have is when the homeless are cleared out from there, where do they go next? I will tell you. The next town, city or county over, so they can mess up another community. I think a great idea would be to take the money they are spending to clean things up and put it into housing and mental health clinics so that many of these people could get off the street and get some of the help they need. This way, they will prevent what they are cleaning up. I know there are some who just want to do drugs and live this way, but there are so many others who just need some help from somewhere. I know this because I used to be one of them. Someone stepped up and helped me off of the street, and I now have a completely different life.

      I am sorry, this is only in California. Real simple, go to a Florida beach and you will not see homeless in the bathrooms or walking with their garbage. Why? It is not allowed. Tourist come to the beach to see the ocean and witness the beauty, not see a disgusting, smelly, needle infected, garbage hauling, living in the toilet people running the beach. Here in Florida, the bathrooms are clean, the public can use the tables and park benches and enjoy their day at the beach. Government can’t solve these people’s problems.

      For years we'd tail gate, skate, drink and hang out in the parking lot and use those bathrooms. So much different 20-30 years ago. Drugs then mental illness is what I've seen
      Almost forgot my point. We'd watch peoples bikes and kids a lot when they used the facilities. My friends and I are in a lot of photo albums skateboarding

      I was homeless out there in June(1985)!!! We were sleeping on the cliffside of the palisades park in Vietnamese styled terraced shelters. If you fell Pacific Coast Highway 1 was hard wakeup.

I personally know a woman who refuses housing because she has to be sober and follow the guidelines about not smoking cigarettes. We worked with her for almost two years to get a studio apartment and she was kicked out because she was too antisocial and stubborn to smoke outside in the smoke area. Just had to have her ciggie inside !! Don’t be so naive. Hundreds of bad choices were made to end up like this and refuse to use the services available. In my 20’s and early 30’s I helped 3 people who were homeless by taking them in my home. The women I helped actually got their shit together which I appreciated because it a pain in the ass to get ID for people with no birth certificate or social security card. The guy I helped almost got me kicked out of my apartment and also racked my phone bill up over $400. Why don’t you put your money where your mouth is and go there and offer to take one of these folks into your house instead of virtue signaling in the comment section ?? 😉

      It's not a good idea to reuse those carts, they should be thrown out. No telling what those carts were used to transport. Even if they clean them, which we all know they won't, they will just put them right back with all the other carts at the store. It's completely unsanitary. Dirt, germs, disease, urine soaked clothing and blankets, who knows what else. Would you want to put your food in there?

Well, I have been trying for months now to get a detailed budget & cost analysis from Karen Bass' office, but city hall only sends me a pretty looking brochure with general information. No line-by-line details. Since the public may never be given factual info, I was doing my best by estimating using a number from a couple years ago which I'm taking a guess is higher these days being that our homelessness has increased by 9-10%.

    I'm glad the sombrero guy spoke up about the cart because those things can cost an upwards of $250 per cart if you do a search for them online. For these bums to steal a cart per week for a month is $1000 property theft which is a felony and should be arrestable. The park rangers should get the ID or forward a picture to the police of anyone with a stolen cart and forward their picture to the store where it came from. After a certain number of thefts, they should be taken in for it.

    This can be easily fixed, with a sprinkler. Every hour on the hour a sprinkler sprays the bathroom down for 2 minutes. Cleaning the restroom and drenching any homeless person that wasnt to squat in it.

    Those aren't restrooms. They're practically little studio apartments. The city needs to reconstruct that whole restroom building. Also, the city does provide housing/rooms to the homeless if they follow THE RULES. Im sure that one of the rules is to not cause a big a** mess because that can create a hazardous environment. Homeless people are just outdoor hoarders.

      Many are in the grip of drugs and/or mental issues. the rules can be hard to follow. Like asking a person with no legs to run. Sad situation wth no easy fix at all. And sad so many people pointing fingers and judging, without knowing the stories of these people. Millions of americans are just a couple of missed rental payemnts away from living in the streets, in a situation they never imagined they could end up in.

    We have this beautiful country and we have a problem here with a growing homeless population. Why in the hell don’t we do something about this people need housing. If we don’t like the eyesore and the trash, let’s find a solution why is this country ignoring it, and just pushing them, on down the road out of sight? This country needs to act.

      Those cleanup people are so stupid and inefficient. The either throw the whole cart in the truck or one of them stands there and picks trash out one piece at a time, while three other guys watch. There needs to be one guy with a shovel, one guy with a broom, and two guys to dump the carts out and stack them to the side. WTAF!? Monkeys could organize this operation better than this.

      It's not a good idea to reuse those carts, they should be thrown out. No telling what those carts were used to transport. Even if they clean them, which we all know they won't, they will just put them right back with all the other carts at the store. It's completely unsanitary. Dirt, germs, disease, urine soaked clothing and blankets, who knows what else. Would you want to put your food in there?

      It's not atttractive to the shop to reuse charts that have been used by homeless and so on, and the number of charts lost is a fraction of the total. That said, they should saved useable charts for the homeless to use again, instead of go taking new ones.

    As a European I am stunned by the enormity and seriousness of the homeless problem in the USA and why so little is done to help these people and address the underlying issues to deal with this crisis. Then I read the comments here, seemingly largely made by Americans and understand how it got so bad there

    California has a lot of open desert land they need to build village encampments, pick up all the homeless, take them there by force, and do not let them leave until they can prove that they will be productive in society.     8/8/23...I like the guy who is cleaning out/putting to the side the nice metal shopping carts b/c they are expensive + it's a shame to just crush them when the Cosco ppl could pick up/sanitize/use again...

    Sheesh, think of how unsanitary those public restrooms are. So for people to be setting up their homes in them, with blankets on the floor, is the essence of peeuu, grody. But all the RVs lined up in parts of LA & used as homeless shelters are equally a health/environmental issue. A news report yesterday on RVs along a street in Gardena (with sewage going straight into the street) shows how society is collapsing. It's becoming a weird mix of the Third World & Emerging World.
    Big public works projects in LA/CA in past yrs were things like building highways, public transit, parks & water reclamation plants. Now it needs to be continuous region-wide sweeps & clean-ups of homeless encampments. Letting vagrancy (& crime) get out of hand is destroying the city of San Francisco, etc.

      they are lenient as they know these people have issues not easily fixable at all, drugs, mental, and talking to them is more or less like talking to a rock. Not worht the time. The public workers just do their job and move on, as they should do. What the homeless does or not, it's not these workers' task to involve, other that have them step aside for a bit.
