I was taught to put the first curtain ring at the ends to the outside of the bracket and the rest in the inside. It hides the brackets and holds the curtain ends out. Theoretically, one doesn't push the curtains closed to the middle so you don't need that part to move

Na those are hung too high. Looks like the curtains are too short for the window. It’s not terrible but it’s not the proper way either.
