Oh, you picked the less interesting Italian animated Titanic film, which came out after their first animated Titanic movie, which featured magical dolphin, gangster sharks, a giant puppy-faced octopus that saved everyone (including the captain) from dying and was also a joint-effort between Italy and North Korea.
That's not all. The unholy union between Mondo Studios and North Korean animators also spawned three TV shows. One of them was about Pocahontas uniting the Native American tribes against White Man. The other two were part of a crazy fan- fiction saga about characters from the Lion King, the Jungle Book, and Bambi teaming up with aliens, dinosaurs, gods, and a blonde kid who's basically Jesus. Fun fact : the Rap number wae re edited and re written for the English dub. The original italian dub theirs actually better as theirs actual set up for the number. If I remember correctly in the Original verion We see raping dog earlier and his beef with the cat , then The Cat chases the mouse, and the Dog saves the mouse, they have a brief conversation thanking him for saving his life, and mouse dad asks for a song in celebration of them moving to America(IE why he’s saying about party time). Also the Italian version of the song sounds much better and is better edited.

I got a theory. What if the rapping dog was another animated short that company did? Maybe a pitch video? It didn't work out, but the team felt they spent money on it, so when we did the Titanic project, they thought they needed to pad the runtime, so they slot this scene in.

Fun fact : the Rap number wae re edited and re written for the English dub. The original italian dub theirs actually better as theirs actual set up for the number. If I remember correctly in the Original verion We see raping dog earlier and his beef with the cat , then The Cat chases the mouse, and the Dog saves the mouse, they have a brief conversation thanking him for saving his life, and mouse dad asks for a song in celebration of them moving to America(IE why he’s saying about party time). Also the Italian version of the song sounds much better and is better edited.

I got a theory. What if the rapping dog was another animated short that company did? Maybe a pitch video? It didn't work out, but the team felt they spent money on it, so when we did the Titanic project, they thought they needed to pad the runtime, so they slot this scene in.

You know, I'm wondering if the reason the 'Understaaaaaaaaaaaaaand!' bit is so stretched out is because it's animated for the original Spanish/Italian language, so was the original animation speaking for longer? Like, that one word had to cover for way more words in the original translation? So the voice actress was like, sod it, I'm just gonna really stretch out the last word of this line xD
I'm sure the rapping dog was trying to completely rip off Oliver and Company. They just made it 90s instead of awesome 80s music.
He’s a blend of Dodger from Oliver and Company and Tramp from Lady in the Trump much like the crow was a blend of Scudle from The Little Mermaid and the crow the secret of nimh and the cat is a blend of Garfield, Lucifer from Cinderella and the Shicire Cat from Alice in Wonderland
