Otherwise you might as well rub crystals on your forehead and chant if you want a better chance of tasting those flavors in your dish.
Of course it can add flavors. You can easily test this. Take a small oven proof cast iron pot, fill with olive oil and whole garlic and let it chill in the oven on medium heat. After 10 mins, take out, let cool and taste the oil. It will be garlicky.
It does add flavour, a slight hint of course: but it does. I like garlic and put in my recipes with no problem whatsoever, however many people have a hard time digesting it or just don't like the strong flavour in the first place.
