So, do I have to remove the whole panel to switch out a passenger window, or can I do it by removing just that top assembly and clips?

Yes, you have to remove the inner door panel to gain access to the fasteners that hold the outer handle

Bad information he as showing how to take off the glass and wires and all that …. You don’t need to do all that for a door panel
On this specific vehicle you do. The door panel is meant to come out as one assembly with all the wiring, latch, and window regulator.
