Is it detrimental to pay credit cards before the statement says I have an amount due? I tend to pay my main card twice a month just to keep the number from being overwhelming, so it often says statement amount = $0
Not really. I also pay my cards off whenever I feel. The benefit of paying slightly after your statement balance is that it reports to the banks/bureaus that you are 1) using the card, and 2) it reports as credit usage as utilization.
It can if it was a hard pull (i.e. applying for a new credit card). If you were "pre-approved" or a soft pull like with Amex, then no. But it depends on what you're applying for and who is pulling your credit information.

If you get decline for a new credit card or a higher limit, does that effect your credit score as well?
