The beaver would have noticed the water level was down, and heard water running. It looks to me like a rotted part of the dam washed away, perhaps after heavy storm. Superficially beavers appear to understand the mechanisms of damming, but if you study their actions carefully, what they really do is dump and pack material to make the water stop sounding like it's running. I lived for five years on a rugged area with elaborate beaver dams and recall numerous really poorly "designed" damming arrangements. For example, a very shallow bit of stream, perhaps 2 meters wide, and centimeters deep, was dammed almost to the edge, where the tiny dam made a right angle turn downstream at least 10 meters long before it reached the shore. Scientists have observed that if you give beavers a device emitting the sound of trickling water they will just dump stuff on it until you turn it off. Despite the amazingly well engineered large dams beavers can construct, my view is that remarkable structures are due to the beavers patching and rebuilding them for years until they manage impressive results by chance.
I kept track of vegetation on the bank in the background and didn't notice any significant rise in the water level. Evidently he's got more work to do elsewhere, which undoubtedly will be done.
