White 2-3.5 inch plastic Berkley forktails also tend to work well (and they're cheaper than jigs!) in the Lower for steelhead if you're running a double combo with beads, etc. During the winter you definitely have to fish 'em deeper, 15-20 ft is usually where I'm at.
