Hi Before pressing control +select, make sure that you have clicked on the corresponding layer in the layers panel so that QGIS knows on which layer you are going to do the selection.
I just Googled "Shape file of ____(Place name) " and I got it. If the shapefile you need is not available on Internet,then you will have obtain it through proper channels' by sending request to officials.

after i used paste feature, the cut portion doesnt appear. why is that? pls help
Click toggle editing first and then select the area and copy/cut the feature and paste it. This should work!
As per your video I can select cut and paste the features but it doesn't load with previously defined attributes.
