Do note I'm not a lawyer, and this is based on my memory of sponsorship law under the Danish government as a Dane, so there may be faults.

Admittedly they had lost a lot of land in the north and center but that's still a good chunk west of the urals where it starts being more reasonable and expected for the soviets to cap. 40% to cap for the Soviets is just too high a surrender threshold for the Soviet player(s) to be expected to fight under, especially with moronic Allies which a good Soviets can otherwise usually make up for. This is just my two cents as someone who doesn't personally play mp or much vanilla/vanilla based mods, but I think 2 collabs is fair but the 3rd on the soviets is right on the middle ground of what starts preventing the Soviets from coming back when they absolutely could otherwise while losing a lot of the value in preventing holds past the Urals the first 2 have.
Collabs are strong, but they're so televised and such a long process that while tilting, you have enough time to react. I do wish for a small overhaul of spy networks in general though.
There is no real way to react though, like they can't do anything to prevent collabs or remove them once a level is made. It would be cool if there was a spy mission to sabotage the enemy's collab government, and maybe it is even easier to sabotage the higher level the collab is to make stacking it harder.
@Michaelonyoutub There's plenty of time to counter a colab with counter intelligence to raise the risk lowering the risk of critical success and increasing critical failure. Even on quiet intel the operative maintaining the Network can be caught. Also they need to be strong because high level collaborations are insanely expensive on civ IC. If you're doing day one colabs your basically forfeiting 25% of your early game growth. Also colabs are less useful later in the game because people have invested in counter intelligence so it's a fair trade off. About the only change I'd make for tfb is have a rule that colabs require active networks instead of cheesing with one operative on quite intell network.
