The vampire shown in the trailer is named Manfred von Carstein. And yes, you said correctly that he took the place of the previous lord of Sylvania. In general, among the fans of Warhammer Fantasy, Manfred is not very popular, because firstly he betrayed Vlad (the very 1st vampire Count of Sylvania), and people love Vlad very much (partly because he has a cool love story with Isabella). The second reason why fans dislike him (and perhaps the main one): he was the cause of the End of Time. The fact is that according to the plot, the good guys could in theory defeat chaos and prevent the end of the world, but at the last moment Manfred appeared and destroyed all hopes of salvation.
Also, Vlad is as good a person as a Vampire in a warhammer universe can get. Vlad is by far the single best character and i hope he returns to AOS, maybe as some insane foil to his original self given the loss of his love.
Manfred was GW's scapegoat for when they slapped Fantasy fans in the face. Order wasn't just theoretically able to defeat Chaos, they did in the official event to decide the End Times. It wasn't small either, Chaos got curb stomped. GW being the soulless, greedy fucks that they are went back on their word and killed the setting anyways. And people only like Vlad so much because in the End Times he was rewritten to be a Gary Stu.

Pegasi are relatively common for a flying mount, the Empire and Bretonnia have them, but also the Dark Elves (but them are edgy because they're black pegasi!). The Bretonnian are the only one who made a unit out of it, but still ^^ So no, it was an imperial sorcerer, Bretonnians don't have fire wizards, nor male wizards XD
Many people have flying horses. The French just have more of them, enough for a whole airforce. In the Empire only special heroes and generals can have one. Like that fire wizard there.
Pegasus (the winged horse) is a Greek mythological animal, it's not French or Spanish xD But many Warhammer factions are based on European cultures (Estalia = Spain, Tilea = Italy, Border Kingdoms = Germany, Bretonnia = France, etc... ) And by the way, the High Elves of Ulthuan would be the United Kingdom, while their archenemies, the Dark Elves would be the USA xD
