it’s called a manuscript speech. its a method of speech delivery commonly used either in court or by politicians. it’s incredibly important for speeches like this to be delivered word for word from a document because misspeaking could result in terrible consequences

He didn't. Some amount of money was released to some banks to hold until it can be released and tracked to non-governmental aide agencies to directly benefit the Iranian people. None of that money has been released by the banks yet. In my opinion it could take an Iranian revolution and 2 or 3 free and fair elections before even a modest amount would be released and tracked to make sure it doesn't go to any Iranian Government.
