We've already seen it in the Ukraine war on both sides, it's just straight up a strategy that can't lose because even if it's unsuccessful the cost to the defending side will be astronomically higher.
AC130 is still an excellent and underused meat grinder (like in old school MW series I tend to prefer it over the chopper gunner, which can be too easily taken down)

Every country but the US goes for quantity over quality, while we prefer precision when it comes to smart munitions.
