Assuming you're using Strength, Surf, and Fly on your actual team the best HM Mules would be Linoone early game for Cut and Pickup, and Lombre in Sapphire/Emerald and Psyduck in Ruby. They can both learn Waterfall, Dive, Flash, and Rock Smash, the only remaining HMs.

One thing Sharpedo has over Wailmer is its Surf is superior cause it can travel much faster. Maybe I'm remembering wrong and that's only on ORAS 💭
