The 15th Doctor *could* have done that in Dot & Bubble, but decided to give the Finetime refugees the choice, even though he knew that choice would doom them; he gave them the most explicit warning he could, but ultimately left the choice to them
Im shocked, everyone brings up the 11th scene where he attempts to kill Karlar Jex when that's nothing to what he actually does. I mean im surely not the one who remembers the scene where he kills off the villain without a shred of mercy from that dinosaur episode..
