I think a lot of people mistake traveler for the "hero" type character. He just gets roped into everything, but he himself is just another dude. He's trying to find his sister, and he really isn't involved enough to try and help some sort of rebellion in a nation that he hasn't even lived in. So in that sense, of course he'd refuse.
Even i sort've forgotten that the traveler isn't me, but their own person with their own feelings towards characters and situations. I'm too used to wanting to help everybody and anybody, so when the traveler blatantly kept refusing, it kinda surprised me more than i thought it would.

Honestly, it makes sense why the Traveler would just deny giving Inazuma his help as compared to before. If anything, he NEVER really got the chance to refuse, he was always getting caught up in other people's messes. And now that he's discovered what's happened to his twin, enough is enough. He won't help people unless it also ties up to what HE wants as well. Changing the times as Ayaka wants has nothing to do with him meeting the raiden shogun, and he refuses to help THEM before they help HIM, because he's caught on that Inazuma is not a kind nation. They'll swindle anyone for their own gain, and he's not budging an inch.
Yoimiya's quest basically confirms that the traveller was shaken after encountering their sibling and their perspective on travelling changed, they don't want to waste time and are in a hurry to get their sibling back, that's why Yoimiya encouraged them to enjoy their journey a bit more.

i really love how they wrote the traveler's arrival to ritou tbh. someone on the genshin subreddit put it more eloquently than i did, but the story essentially forced you to realize how powerless you actually are in inazuma, reflecting the feelings of the foreign merchants in the port. in mondstadt and liyue, you could do all you wanted and bluff your way through things, sometimes even put on a pedestal due to your actions. in inazuma, however, you literally *can't* do anything without inside help. without thoma, you would've been extorted out of 2 million mora, possibly even rejected out of the country entirely, had he not come to save you. you can't even do anything to diffuse the situation between kurisu and the tax collectors, and thoma had to come and kiss ass with the kamisato name for the situation to blow over. and then as you go further into the quest, you realize that the root of the cause is plain corruption, and werner only did it out of desperation to survive. then, despite the hiiragi clan head singing his praises, he's *also* making damn sure you're not leaving the port. hell, the only reason you're able to even get *out* of ritou was through chisato smuggling you out, and even then she had to literally browbeat the escort into letting you travel with them using her status as the daughter of the hiiragi family. really goes to show how different inazuma will be, showing the corruption of the tenryou and kanjou commissions as well as the importance of hierarchy and status, both in nobility and nationality. i'm really excited for how the story will progress from here! edited to add: the traveler's way more... blunt? straight to the point? about blatantly refusing to get involved in inazuma's affairs since the last archon quest put them through some character development. they have a destination and a goal now, so there would be no point in getting involved where it isn't necessary to them. and *[SPOILERS]* the only way ayaka managed to convince the traveler to help go against the vision hunt was by making them see the impact of the decree firsthand, since inazuma's populace is pretty neutral (or even supportive) of the vision hunt decree since it didn't affect them and vision holders are envied, and traveler was no different until they saw the suffering for themselves, where in the past, they would've dived headfirst into the conflict based on virtue alone.
bruh if it continues like this then mondstadt rlly would be the best place to live in despite being called the starter city by ppl. there are sad stories but holy crap are some of these in liyue and inazuma heartbreaking

I know, right?! His easy smile, the way he ask people out for "dinner", his low ponytail, also the fact that he is an outsider and his name isn't exactly "Thoma" because is written in katakana, no kanji.
i really love how they wrote the traveler's arrival to ritou tbh. someone on the genshin subreddit put it more eloquently than i did, but the story essentially forced you to realize how powerless you actually are in inazuma, reflecting the feelings of the foreign merchants in the port.
in mondstadt and liyue, you could do all you wanted and bluff your way through things, sometimes even put on a pedestal due to your actions. in inazuma, however, you literally *can't* do anything without inside help. without thoma, you would've been extorted out of 2 million mora, possibly even rejected out of the country entirely, had he not come to save you.
you can't even do anything to diffuse the situation between kurisu and the tax collectors, and thoma had to come and kiss ass with the kamisato name for the situation to blow over. and then as you go further into the quest, you realize that the root of the cause is plain corruption, and werner only did it out of desperation to survive. then, despite the hiiragi clan head singing his praises, he's *also* making damn sure you're not leaving the port. hell, the only reason you're able to even get *out* of ritou was through chisato smuggling you out, and even then she had to literally browbeat the escort into letting you travel with them using her status as the daughter of the hiiragi family.
really goes to show how different inazuma will be, showing the corruption of the tenryou and kanjou commissions as well as the importance of hierarchy and status, both in nobility and nationality. i'm really excited for how the story will progress from here!
edited to add: the traveler's way more... blunt? straight to the point? about blatantly refusing to get involved in inazuma's affairs since the last archon quest put them through some character development. they have a destination and a goal now, so there would be no point in getting involved where it isn't necessary to them. and *[SPOILERS]* the only way ayaka managed to convince the traveler to help go against the vision hunt was by making them see the impact of the decree firsthand, since inazuma's populace is pretty neutral (or even supportive) of the vision hunt decree since it didn't affect them and vision holders are envied, and traveler was no different until they saw the suffering for themselves, where in the past, they would've dived headfirst into the conflict based on virtue alone.
