That would be an attribution error. Most people aren't exclusively internal or external for this reason... Sometimes it is in our control and sometimes it isn't, so we need to be able to recognise the difference
I don't think internal focus control is without faults. As you stated, internally focused people could ignore real external factors for failure and place unwarranted blame on themselves. Of course, the opposite extreme is never taking responsibility for outcomes. Even if outside factors create a disadvantage or negative outcome, overcoming the obstacles requires one to operate from an internal focus. For example, if you believe SAT tests are racially biased. Even if the disadvantage group gets extra points, they still must accept the responsibility to study for the test, get rest the night before, and arrive on time to take it. Moreover, even if the person who operates with external focus control accepts unfounded blame: by taking responsibility, that person positions themselves to find solutions or the core issue. Sure, some might suffer depression. I haven't studied this, but I am willing to bet externally focused control people suffer from learned helplessness and experience much more depression but less success.
I suppose an external locus of control could put you on 'high alert'- imagine going to an exam and hoping with all your heart that the people around you won't start coughing!! All the studying in the world won't change what others do
I think that would be considered child abuse and the child would hopefully be able to alert a responsible adult who could help. Assuming your question is more theoretical than practical, I guess it would result in a disturbed development, which may express itself in aggressive behaviours and lack of positive relationships
