I just flew my Mavic 3 for the first time last weekend. I got 18 sats right away in the Bronx NYC near a east river bridge. I got up to 22 sats during my flights.
Thank you for your in depth analysis. I think you make a strong case that is is a problem DJI should be able to fix. I just wanted to mention that I fly mostly in Vermont. My average time to set the homepoint before the last update was 8 to 10 minutes. After the update it has improved - 1:30 to 4 minutes.

I still think DJI released the Magic 3 too early and with too few functional improvements over the Magic 2 pro, especially considering the ridiculous, astronomical price tag they threw on it.
Ok, I'm going to say my story, I have been in drone business over 6 years. I have flown many drones in my life. I have never experience such a poor combination of software and hardware on Mavic. My last shoot happened in Austria under the icefall. Standart position of drone under the hill, good visibility. I had to wait around 10 minutes to get 12 satellites, and still not able to fly over 30 metres which was critical on this shoot. There was simply nothing I could do at the moment to fix that so I had to hover in the 30m height and wait there for another satellites to be able to fly higher. It was such a disaster. The worst part is that with new battery it was not over - same story again. Never experienced anything like this on my M2 PRO. Hopefully new firmware did fix this, I have not try it yet.....
Have to seek the advice of a physio therapist because I now have severe neck problems from the long time nodding my head while watching this video. One of the rare occasions listening to another GPS expert! One thing I have to add: for GPS, due to the slow data rate, a cold start may need up to 12,5 minutes to get the first fix. Rarely the case, but can be, technically.

I don't know why your having GPS issues I can have 12 Sats in 38 - 40 Seconds, usually fly with 22. Now have flown my Mavic 3 twice here in Northern Alberta Canada.
The last update didn’t resolve the GPS issue.. So here’s my take… As far as I’m concerned if the M3 can’t take off within the similar time frame of its predecessors it’s a bust. This drone cost twice as much. Yet, seemingly has give us twice the issues as well. I won’t go into the other’s relative to how the drone was launched.. Suffice to say, yes it has a better sensor size and the largest zoom range than any other consumer drone but that means nothing if you have to sit around and wait for satellites. For God sake it’s a camera at the end of the day. The point is that a camera is used to capture the moment. What if you had to wait to use your smart phone camera or your DSLR for over 2 to 5 minutes? Most play this down because this device flies and can provide unique images. However, the glitch with GPS is extremely counterproductive and yes diminishes the overall experience of having this drone. This also creates huge issues regarding its commercial use. We need to be a lot louder about this!
I’ve just purchased the Mavic 3 and in all it cost £3259. I stated it up outside earlier and it took roughly between 4-5min to pick up enough GPS satellites to take off. This is ridiculous, all that money and need to wait 5min, the shot you were wanting might have come and gone! My M2Pro only took around 30 seconds, this is crazy!

I wonder if you haven't tried the ADS-B receiver. Can it be used to receive data? Or does it need to be initialized?
