    Toga is addicted to blood due to her quirk. In her backstory in season 5 we were told, that she tried to hide this and repressed the “thirst”. As a kid she tried drinking the blood of birds but her parents told her “it’s gross” and “just have a normal life”. However in this episode we learned, that Toga started to drink her own blood in her sleep. In her last year of middle school she could not control it anymore and killed the guy she had a crush on. Crying while drinking his blood.
    All of this could have been avoided if her parents would, for example, just had her drink blood from donations or let her continue drink the blood from animals. Stain has a similar backstory, as people constantly outcasted him just because his quirk is related to blood.
    So It’s not a matter of choice for Toga.
    This is a bit of a metaphor how society generally doesn’t cater much to the care and needs of individuals and so often mental issues are overlooked and people are told “just be normal” when in reality people who suffer from for example schizophrenia cannot due anything about it, cause their brain constantly plays dream like sequences while they are awake. While it is a mental health issue it has very physical effects.
    All the villains in MHA were neglected by different parts of society starting with their families and while they are essentially terrorists, Deku and Ururaka saw them for what they also are. Broken humans. And the two came to the conclusion that rethinking the hero-society and quirk-laws is a must.

      I love the Toga backstory insight! Thats true that she could have drank animal blood or something
