Fascinating, but it makes total sense. You can see this in game by watching your (incompetent) teammates walk past the cart. If they bump it, the cart will barely move, since they didn’t stick by it long enough to get it past the accelerating phase. This is not just for balancing, but also to perhaps give the cart a feeling of weight and momentum as players attempt to push it.
If it didn't it would just stop and go immediately and look very visually jarring and unnatural. So you've always noticed this, you just didn't give it a conscious thought.
If the cart didn't accelerate, it might speed away from the players only to stop immediately due to them being too far away. So if the players start chasing it, it will look like somebody learning stick shift for the first time
I'd like to imagine that after you remove the acceleration cap, Scout just kicks the cart so hard that it just goes speeding off like a Hot Wheels car.

Its not hard to imagine why they make the cart go so slow. In the event the defensive team loses the battle on a capture point, they have time to rally at the next before the bomb gets there. If there was no limit the blue team can basically speed run the whole map after the battle is won at the first capture point.

Okay, as someone who delved into the arcane art of the hammer editor, lemme try to explain some things. Firstly, the fullbright thing, assuming that theres no leaks in the map, its probably that fullbright is enabled, maps like to do this when they're freshly compiled for some reason. Just type "sv_cheats 1" and then "mat_fullbright 0" to fix the lighting. Next, the cart flying off the rails. While we think of the cart as one object, its really two. Its made up of a brush and a model. A brush is what all of the geometry and moving parts of a map that you can interact with. The model is a special prop, I think its prop_dynamic or something like that. The cart doesn't really have physics, more so just a set of directions to keep itself upright and in the right place. Since models are pretty bad at keeping up with hitboxes at high speeds(look at the old baby faces blaster for example) , the hitbox charges ahead, and the model tries to make a beeline to stick with that hitbox. Of course, it gets stuck on geometry, so it can't move. The cart tries to stay parallel to the ground at all times, this is how it handles slopes, but it's hard to stay parallel to the ground when you're up against a wall. To further prove my point, open up gmod and find a prop with one of those little green circles, and push it into a wall. Seem familiar?

This is pretty similar to how tanks in MvM react when you uncap their speed too! It seems like both vehicles have a path to follow and they can only turn at a certain rate so speeding them up tends to make them bug out, it's really interesting to watch.
to be honest, you can literally go into hammer and check that out yourself. Yes, all carts, trains, planes, ect. in TF2 use "path" points to give them waypoints and lines to move on, and yes they can only turn at a certain rate TECHNICALLY, because map devs put a bunch (about 5 or 8) path nodes on 1 turn to make it turn smoothly and realistically, otherwise it'd just turn at a 90 degree angle. Which is why the cart has more trouble once it hits turns, then when its on a straight line, because it gets confused.

And man, those insanely fast carts are terrifying. I wonder what a game mode of that would look like, where hundreds of carts just zoom past the team and continously add points for BLU, so RED has to shoot them down or something. I bet that'd be the fastest possibly way to crash any server!
I find it also interesting that the cart doesn't actually stay on the tracks, if that makes sense? Like, I always expected the cart to just be a visualizer for a set of coordinates moving along another set of coordinates, but no, it's an actual, physical object at all times that can even derail. Source is broken :D

This is pretty similar to how tanks in MvM react when you uncap their speed too! It seems like both vehicles have a path to follow and they can only turn at a certain rate so speeding them up tends to make them bug out, it's really interesting to watch.
to be honest, you can literally go into hammer and check that out yourself.
Yes, all carts, trains, planes, ect. in TF2 use "path" points to give them waypoints and lines to move on, and yes they can only turn at a certain rate TECHNICALLY, because map devs put a bunch (about 5 or 8) path nodes on 1 turn to make it turn smoothly and realistically, otherwise it'd just turn at a 90 degree angle. Which is why the cart has more trouble once it hits turns, then when its on a straight line, because it gets confused.
