Looks like Capcom is using the same tactic as *Wizards of the Coast* use with the game *MAGIC ~The Gathering~*:
In every new boxset WotC put a few OP cards to buff sales and a month later those OP cards are banned.
So Capcom is releasing OP characters to buff sales and balance them later.
