If we count the Kyoshi novels, which are canon, she literally can bend earth at tectonic levels, (we see it in the show)if she have a weakness its is her bending is too powerfull to control it.
She fire bends so hot it goes white, she can bend the water in human body and can stop their heart by frozing it with a simple touch.
She is a natural at airbending because of its family. And all of this without the Avatar State while she was 17 and little to no formal training beforehand.
And she is extreamly resilient too, she took multiple lighting strikes and still manage to get up and finish her opponent. So if we are scaling pure power level, Kyoshi probably is the most powerful Avatar when it comes to bending. Korra is not even close.

The amount of control and raw power Kyoshi had in the avatar state is far beyond anything korra could achieve with it.

skills tend to become obsolete. they tend to be replaced by new, more effective and stronger ones. so it was with roku, so it was with Aang, and so it was with Korra. if the skills of past avatars prevailed over the skills of future ones, then the future ones would simply not be looking for teachers.
further, how does sozin's betrayal make roku weaker than kyoshi? he showed no less level of strength.

Korra can literally do everything to Kiyoshi. Zero comparison to Korra. Korra can open spirit gates and communicate with spirits. She opened a spirit gate in the city and it was something no one could do. She was able to defeat Fato, the most difficult villain faced in the entire series, according to Wan’s confession, and she united with Rafa. I doubt that Kiyoshi knows who Rafa is. She was even able to defeat the Red Lotus on her own, and she was the first to learn to bend metal. And Kiyoshi, even though she is the daughter of the Earth Kingdom, does not know anything about metal. She was even able to overcome poison and can control spirits. Imagine that evil spirits attacked Kiyoshi. What will she do? She will stand still. She also defeated the most difficult bloodbender. And I defeated him. I think he took away all of Kiyoshi’s abilities from the first episode. As much as I love Korra, Kyoshi would easily win, especially when its conparing things like experience and bending techniques as Kyoshi could work on a much larger scale as shown in the books and even though she originally struggled bending smaller things she learnt to later on. She also had twchniques like duststepping which very few people knew and even more importantly, she could literally freeze peoples hearts!
