You can dribble with a grocery bag outside the ball.
it depends what aspect of your dribbling you want to get better at if its your speed repetition will really help and overtime you will get faster. If you want to move faster with the ball practice full court dribbling with cones at changing directions you should be able to find drills that work. Almost any drill will help what matters most is your mindset I was once in your shoes and i still am in a way good luck to you.

Yes it is it just depends on the prep school you’re playing for and if the coach/program is putting in position to be seen by colleges on that level (playing in tournaments, scrimmaging against their jv team, making calls, etc)
Naia d1 ncaa d3 d2 to nba is possible, jay scrubb got drafted from a juco.
It’s POSSIBLE just doesn’t happen often
