    Our plant has 100 machines but due to low season volume, we only run 70 machines. How shall I compute the OEE? Can I compute it as 70 machines running? My manager wants to see the OEE including machines that are totally shutdown (100 machines). I have no value for 30 machines that are completely shut down. How shall I do this?

      the same method, you have to find the availability, performance, and quality.
      for example, you are servicing a car, and the assigned time for servicing 10 cars is 15 hours.
      so if you can service 10 cars in 15 hours without any defects or rework, which means your OEE is 100%.
      first of all you have to calculate the availability, which means if the setup time to start the machine for servicing the car is 45 minutes, you have to minus this from 15 hours = 900- 45 = 855 minutes, again if your machine is a breakdown for 30 minutes, you have to minus again this value, which means 855-30 = 825 minutes, so the availability = 825/ 900 = 92%.
      now you have to calculate the performance which is nothing but the actual performance of the worker/machine during this available time, which is 825 minutes. if there is speed reduction, for example, usually if the labor takes 1 hour to service one car, but this time he took, 75 minutes which means we have to reduce this 15 minutes from 825, and if there is other idle time and speed reduced. in total, the idle time is 45 minutes, minus this from availability time. 825 - 45 = 780 minutes. like this, you need to calculate availability, performance, and quality. then find the product. hope you understand.
